REGULAR MEETING
February 22, 1983
The Housing and Redevelopment Authority of the City of Richfield met in
regular session in the council chambers of the city hall on Tuesday, February 22,
1983, at 6:30 p.m.
Chairman Thomas Harms called the meeting to order at 6;35 p.m.
Present: Helmberger, Harms, Ludeman
Absent: Hassenstab (Arrived at 6:55 p.m.)

i. Approval of Minutes of January 17~ 1983
Motion by Ludeman, seconded by Helmberger to approve the minutes of the
January 17, 1983 meeting.
All ayes - Carried. Absent - Hassenstab, Luettinger
2. Consideration of Acquisition of 6425 and.6429 Portland Avenue
Executive Director Nollenberger presented background on the proposed acqui-
sition of the properties at 6425 and 6429 Portland Avenue, as reviewed in HRA
Letter No. 6. The coarmissioners discussed low income housing goals as it would
relate to expansion of the Legion Lake/Portland Avenue area with moderate density
family housing. The appraisal price and purchase price of 5166,000 for the
properties as proposed by the staff, was discussed by the commission. The Executive
Director indicated that under the rules of voluntary acquisition, it was required
that appraisals be made of the property and they be disclosed to the sellers.
Motion by Ludeman, seconded by Helmberger that a purchase price of $156,000
be offered for this property.
All ayes - Carried, Absent - Hassenstab, Luettinger.
Commissioner Hassenstab arrived at 6;55 p.m.
3. Metropo3.itan Council Rental Rehabilitation Loan Pro ram
Executive Director Nollenberger explained the basic administrative guidelines
and potential benefits- of the rehabilitation program far rental housing within
communities showing an interest in the program, as outlined in HRA Letter No. 5.
This program, called Section 8 Moderate Rehabilitation Program, provides energy
improvement loans to owners of rental propertq at 11 percent interest.
Motion by Ludentan, seconded by Hassenstab that the following resolution
be adopted.; that it be spread in the resolution book and that it be made a part
of these minutes:

Absent - Luettinger. Carried. This resolution appears as Resolution No. 216 in
Resolution Book No. 2.
~. Consideration of Changes to the Repayment Agreement
for the Richfield Home Rehabil.it_ation Program

Executive Director Nollenberger presented a synopsis of the new procedural
guide and repayment agreement for the Richfield Home Rehabilitation Program, and
HRA Meeting Minutes -3- February 22, 1983
explained the difference between the proposed loan program and the previous grant
program.
There was discussion regarding applicant acceptance of the new program and
the type of potential home buyer/owner that would be eligible for the program.
Discussion also continued on the current transfer of tenancy provision and
transfer on a foreclosure. Changes were proposed to require new joint tenant
owners to also meet program income guidelines. The commission requested the
staff to present a final copy of the loan agreement with the changes to the
HRA in the future for information.
Motion by Helmberger, seconded by Hassenstab to approve the program changes
for the Richfield Home Rehabilitation Program.
All ayes - Carried. Absent - Luettinger. .
5. Claims and Payrolls
Motion by Ludeman; seconded by Hassenstab to approve the following claims
and payroll:
