10-18-1982CITY OF RICHFIELD HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING October 18, 1982 The Housing and Redevelopment Authority of the City of Richfield met in regular session. in the council chambers of the city hall on Monday, October 18, 1982 at 7:30 p.m. Chairman Thomas Harms called the meeting to order at 7:31 p.m. Present: Freeman, Hassenstab, Helmberger, Ludeman, Harms 1. Approval of Minutes Motion by Hassenstab, seconded by Ludeman to approve the minutes of the special meeting of September 13, and the regular meeting of September 20, 1982. All ayes - Carried. 2. Discussion of the Future of the Properties Located at 744 and 732 West 66th Street Executive Director Karl Nollenberger described the rental status of the twa HRA owned properties at 744 and 732 West 66th Street. He recommended that, because of difficulties in renting these properties, and the high cost of holding them, the HRA authorize demolition and clearance of the site at 744 West 66th Street, and authorize demolition and clearance of the property at 732 West 66th Street, if a tenant is not found for this property by November 8, 1982. Mr. Nollenberger presented a status report on the proposed development of the Godfather Block. He stated his intention to meet with Roger Derrick, the proposed developer, within the coming two weeks, in an effort to gain a firmer commitment regarding Derrick Land Company's intentions to develop the area. Motion by Hassenstab, seconded by Freeman to authorize demolition of the former service station facility at 744 West 66th Street, authorize the staff to negotiate with potential tenants for 732 West 66th Street at a marketable rent level, and to authorize demolition of 732 West 66th Street if a tenant is not found for the property by November 8, 1982. Report on Market Study for Cedar Avenue Liquor Store Site Executive Director Nollenberger reported on the proposed consultant study of the Cedar Avenue liquor store site, as described in HRA Letter No. 39. He stated that this was on the HRA agenda for discussion only, since the city council must actually authorize the study of the city owned site. He also described how new noise guidelines, related to airport noise, significantly limit other devel- opment and uses of the Cedar liquor store site. The HRA indicated support for the proposal.• 4. Executive Director's Status Report Executive Director Nollenberger described the status of the following projects: a. Hub Center improvements b. Richfield State Agency c. Potential development of Trestman and Star Auto properties d. Corporate Travel e. 76th/Lyndale study He informed the HRA that Southdale Square Shopping Center is planning to refacade their center, as is the shopping area on the northwest corner of Penn Avenue and 66th Street. He stated that the staff is also preparing a final study of options for housing development of Lincoln Hi11s School, and will present a report to the HRA in November. 5. Claims and Payroll Motion by Ludeman, seconded by Hassenstab that the following claims and payroll be approved: SUMMIT STATE BANK Checks 4233/4545 $316,666.76 All ayes - Carried.
