REGULAR MEETING
September 20, 1982
The Housing and Redevelopment Authority of the City of Richfield met in regular
session in the council chambers in the city hall on Monday, September 20, 1982 at
7:30 p.m.
The meeting was called to order by Chairman Harms at 7:31 p.m.
Present: Freeman, Hassenstab, Helmberger, Ludeman, Harms
1. Approval of Minutes of Regularl Scheduled Meeting of Aueust 16
Motion by Hassenstab, seconded by Ludeman to approve the minutes of the
regularly scheduled meeting of August 16, 1982 and the special meeting of
September 13, 1982.
All ayes - Carried.
2. Evaluating Proposed Rehabilitation Program Changes
Executive Director Karl Nollenberger described and summarized the staff
analysis of proposed rehabilitation program changes, as detailed in HRA Letter
No. 36, and answered questions posed by commissioners.
3. Adoption of Resolutions for 1982 Revised and 1983 HRA Budgets
Executive Director Nollenberger presented and described a chart projecting
the tax increment tax flow for the L/A/N district, which indicates that the district
and bonds will be self-supporting.
Lawrence Wozniczka, 6744 Wentworth, expressed concerns regarding the impact
of the tax increment district on the city's remaining taxpayers.
Sid Sanford, 7000 Portland, expressed his support for Mr. Wozniczka's comments.
Motion by Ludeman, seconded by Hassenstab to close the public hearing.
All ayes - Carried.
Executive Director Nollenberger observed that the tax increment proceeds can
be used only for debt retirement, and not for current services.

Motion by Harms, seconded by Helmberger that the following resolution be
adopted9 that it be spread in the resolution book and that it be made a part of
these minutes:

None. Carried. This resolution appears as Resolution No. 209 in Resolution Book No. 2.
Motion by Freeman, seconded by Ludeman that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

None. Carried. This resolution appears as Resolution Na. 210 in Resolution Book No. 2.
