CONCURRENT HRA/CITY COUNCIL MEETING
June 2, 1982
The City Council and the Housing and Redevelopment Authority of the City of
Richfield met in concurrent session on Wednesday, June 2, 1982 at 5:30 p.m. in
the Richfield City Ha11.
Mayor John Hamilton tailed the meeting to order at 5:45 p.m.

Mayor Hamilton stated Chet the purpose of the meeting was to review general
information regarding possible reuses of Lincoln Hills School. He stated that this
was to be only an informational meeting.
City Manager Karl Nollenberger reviewed the council and HRA goals regarding
provision of senior citizen housing and corresponding provision of housing for
young families. He described the history of discussions with the school board
regarding possible reuse, or joint use, of school facilities which are being
closed. He stated that these discussions had begun about a year ago, before it
was known that Lincoln Hills School would be closed. The city manager described
specific discussions that the city and school district had held regarding reuse
of Lincoln Hills School for senior citizen housing. He stated that very prelim-
inary architectural analysis of Lincoln Hills indicates that it would be quite
adaptable for senior housing. He also described the relationship between the
housing use and adjacent open space, and observed that any other housing use
on this site would require additional parking, and thus intrude further onto the
open space.
Mr. Nollenberger said that the Community Development Corporation of the St.
Paul and Minneapolis Archdiocese was working with four churches in the vicinity
of the school site to formulate an application for federal funding to assist in

rehabilitation of the school site for housing purposes. He described the general
financial impact on the HRA and the City of acquiring this property. The city
would acquire one-half of the parcel for open space purposes, probably using
Special Revenue mollies, and the HRA would acquire the parcel on which the school
building is located, and convey the land, probably at no cost, to the developer.
The HRA source of funds could be Community Development Block Grants, the H~2A Capital
Fund, tax increment bonds, or a combination of sources.
Rev. Robert Riley, 7233 Queen, expressed concern regarding the final, total
cost to the taxpayer and the process being followed to develop this project.
The city manager described the flexibility of CDBG monies and the fact that
these monies could be used for the Lincoln Hills project, but that part of the
funds had previously been designated for a cooperative HRA Vo-Tech housing rehabil-
itation project. The HRA expressed support for continuation of the cooperative
projects with the Vo-Tech institute and authorized the staff to continue efforts
to identify a suitable site for such a project.
The HRA and council directed the staff to continue negotiations with the
school district regarding acquisition of Lincoln Hills School,
