10-19-1981~] HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING October 19, 1981 The Housing. and Redevelopment Authority of the City of Richfield met in regular session on October 19, 1981 at 7:30 p.m. in the council chambers of the city hall. The meeting was called to order by Vice Chairwoman Joan Helmberger. Present; Commissioners Collins, Freeman, Helmberger, Ludeman Absent: Harms 1. Minutes Motion by Ludeman, seconded by Collins to approve the minutes of the budget hearing and the regular meeting of September 15, 1981. All ayes - Carried. Absent - Harms. 2. Authorization to Enter Into a-Joint Proiect with the South Hennepin Vocational Training School Executive Director Nollenberger described a proposed joint project with the HRA and South Hennepin Vocational Technical Center (Vo-Tech) for rehabilitation of the house now located at 6244 16th Avenue. He stated that the project provides for moving of the structure to 6413 22nd Avenue. He recommended that the HRA adopt the necessary resolution authorizing execution of the rehabilitation contract with Vo-Tech. Motion by Freeman, seconded by Ludeman that the following resolution be adogted; that it be spread in the resolution book and that it be made a part of these minutes: HRA RESOLUTION N0. 179 A RESOLUTION AUTHORIZING A JOINT HOUSING REHABILITATION PROJECT WITH THE SOUTH HENNEPIN VOCATIONAL-TECHNICAL SCHOOL AND AUTHORIZING THE ACQUISITION OF PROPERTY AT 6244 16TH AVENUE SOUTH AND 6413 22ND AVENUE SOUTH HRA Meeting Minutes _ -2- October 19, 1981 Poll of votes: Ayes - Collins, Freeman, Helmberger, Ludeman, Absent - Harms. Nays - None. Carried. This resolution appears as Resolution No. 179 in Resolution Book No. 2. 3. Section 8 Moderate Rehabilitation Program Executive Director Nollenberger described the Section 8 Moderate Rehabilitation Program. He recommended that the HRA authorize. continued participation in this program. ~• Motion by Collins, seconded by Freeman that the following resolution be adopted; ' that it be spread in the resolution book and that it be made a part of these minutes: HRA RESOLUTION N0. 180 RESOLUTION AUTHORIZING THE METROPOLITAN COUNCIL TO IMPLEMENT THE SECTION 8 MODERATE REHABILITATION PROGRAM WITHIN THE CITY OF RICHFIELD Poll of votes: Ayes - Collins, Freeman, Helmberger, Ludeman. Absent - Harms. Nays - None. Carried. This resolution appears as Resolution No. 180 in Resolution Book No. 2. 4. Authorization to Advertise for Bids for Improvements to Auto Lane L/H/N Redevelopment Project Executive Director Nollenberger recommended that the HRA authorize the call for bids to reconstruct the alley behind the properties on Lake Shore Drive which are outside the L/H/N project boundaries, as these residents continue to need the alley for access to their property. This alley is known as Auto Lane. Motion by Ludeman, seconded by Freeman to authorize the advertisement for bids for regrading and reconstruction~of the alley. All ayes - Carried. Absent - Harms. Lawrence Wozniczka, 6744 Wentworth, asked if the affected residents. had been involved in consideration of this reconstruction. Executive Director.
