11-17-1980CITY OF RICHFIELD HOUSING & REDEVELOPMENT AUTHORITY Regular Meeting November 17, 1980 The Housing & Redevelopment Authority of the City of Richfield met in regular session in the council chambers of the city hall on Monday, November 17, 1980, at 7:30 p.m. Chairman Harms called the meeting to order at 7:50 p~.m: Present: Freeman, Helmberger, Ludeman, Luettinger, Harms 1. Minutes Motion by Ludeman, seconded by Luettinger to approve the minutes of the ' October 20, 1980 regular meeting with the correction that the meeting began at 7:30 p.m. rather than 7:00 p.m. All ayes - Carried. 2. L/H/N Redevelopment Feasibility Analysis: Northeast Corner of 66th Street and Nicollet Avenue Execu*_ive Director Nollenberger presented a feasibility analysis of the proposed development of the northeast corner of the 66th Street and Nicollet Avenue intersection. He described alternatives for development of this site and indicated that it would be necessary for the HRA to provide some sort of financial assistance to make development of this site financially feasible. The HRA discussed the assumptions used in making this analysis. and policy considerations of the HRA's development of this site, as outlined in HRA Letter No. 39. The HRA indicated general unwillingness to make a commitment to subsidize development of this site to the extent that it would be necessary to make such development financially feasible. The HRA directed.th.e staff to continue. pursuing how.use of this site may relate to alternatives related to the Richfield State Agency development, especially as a needed alternative location for Kentucky Fried Chicken. Authority Organization Chart Executive Director Nollenberger presented an organization chart showing the personnel and staff positions assigned 'to the HRA. _ 4. Not on Agenda _ -_ _. ~ _., -~ - _ - Executive Director Nollenberger informed the HRA that the Lake Shore Drive ~~. -- Cooperative Housing development has-received 174 reservations as of~November 16, 1980, which is more reservations tha.~n housing units. Mr. Nollenberger recommended that the HRA meeting jointly with the city council at 7:00 p.m. on December 8, 1980 to take final action on this- matter. Motion by Luettinger, seconded by Helmberger to-set a special HRA meeting, to be held jointly with the city council, for 7:00 p.m. on December 8, 1980. All ayes - Carried. 5. Claims and Payrolls Motion by Ludeman, seconded by Luettinger. that the following claims and payrolls be approved: SITMMIT STATE BANK Checks 3533/5551 $213,738.60 A11 ayes - Carried. 6.
