HOUSING AND REDEVELOPMENT AUTHORITY
OF RICHFIELD, MINNESOTA
Regular Meeting of March 10, 1980
The .Housing and Redevelopment Authority of the City of Richfield met in
regular session in the council chambers of the city hall on March 10, 1980,
at 10:15 p.m.
The meeting was called to order by Chairman Donald J. Priebe.
Present: Collins, Luettinger, Bunce, Ludeman, Priebe
Chairman Priebe announced that he and Commissioner Bunce would be resigning
from the HRA the end of March and he will appoint two laypeople to serve on the
commission at the March 25, meeting of the HRA.
Commissioner Collins stated she felt that there was a need for the business

community to have input and to serve and that she would be resigning also.
1. Minutes
Motion by Ludeman, seconded by Bunce that the minutes of the February 11,
1980, HRA meeting be approved as submitted.
All ayes - Carried.
2. Housing Program Activities and Future Housing Assistance for the Elderly
Bruce Palmberg, Housing and Redevelopment Specialist, presented an HRA
Housing Report and elaborated on the various activities of the Housing Programs.
He listed the different programs that are being used as means of providing
housing assistance to citizens. These programs are Rehabilitation (grants/loans),
New Home Program and Section 8 Rental Assistance, which provides 45% of the needs
of the elderly and 18% of the needs of families.
Bruce Nordquist, Community Development Specialist, reported that Richfield
is 99.3% developed.
