10-22-1979 HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA Regular Meeting of October 22, 1979 The Housing and Redevelopment Authority of the City of Richfield met in regular session in the Council Chambers of the Gity Hall on October 22, 1979, at 10:03 p.m. The meeting was called to order by Chairman Loren L. Law. Present: Collins, Jacobsen, Ludeman, Luettinger, Law 1. Minutes + Motion by Jacobsen, seconded by Luettinger that the minutes of the October 9, ~~ ~J 1979 HRA meeting be approved as presented. All ayes - Carried. 2. Proposed Amendments to the Uniform Relocation Assistance and Property ' Acquisition Policies A ~t of 1970 Bruce Palmberg, Housing Redevelopment Specialist, reviewed the proposed amendments to the Uniform Relocation Assistance and Property Acquisition Policies Act of 1970 which have been introduced to the U. S. Senate by Senator James R. Sasser, of Tennessee, as outlined in HRA Letter No. 40. Senator Sasser is introducing this bill in hopes of eliminating the inequities of benefits to persons displaced by federal programs by establishing a central authority which would issue uniform regulations for use by all federal agencies. Mr. Palmberg indicated that, while it was admirable to attempt to correct some of the flaws in the relocation act, the staff felt that some of the replacement payments were excessive and would result in higher acquisition and relocation costs. He suggested the senate should be contacted expressing the staff's concerns. Motion by Ludeman, seconded by Luettinger to authorize the staff to contact ~I I our federal legislators to express support of those provisions in the amendment which would result in a more centrally administered relocation program and provide more equality in benefit distribution, while expressing concern that the proposed HRA Meeting Minutes -2- October 22, 1979 changes in the replacement housing payment and the payment to tenants and certain others seem excessive. A11 ayes - Carried. 3. Request for Authorization to Amend Richfield Housing Fund Guidelines and to Execute Contract Agreement Karl Nollenberger, Executive Director, advised the HRA that Hennepin County had recently announced that it plans to modify the program administration for Year IV of the Minnesota Housing Finance Agency (MHFA) Rehabilitation Grant Program. Richfield has been participating in this program, which grants funding to qualifying low income homeowners to undertake home repairs, since 1976. The executive director indicated that it is necessary to execute a contract with Hennepin County for Program Year IV, 1979/80 to implement this funding; also the MHFA has notified the city that the Richfield Housing Fund Guidelines need to be revised to conform with the program rules. He recommended that the HRA authorize implementation of this contract and the changes to these housing fund guidelines. Motion by Ludeman, seconded by Jacobsen to direct the executive director to work with the county commissioners and Hennepin County staff concerning the modification for program administration of the Minnesota Housing Finance Agency Rehabilitation Grant Program. A11 ayes - Carried. Motion by Ludeman, seconded by Jacobsen to authorize the chairman and the executive director to execute a contract with Hennepin County to participate in the modified rehabilitation grant allocation program established for Year IV, 1979/80, and to approve the described amendments in the Richfield Housing Fund Administrative Guidelines.
