Regular Meeting of May 29, 1979
The Housing and Redevelopment Authority of the City of Richfield met in
regular session in the Council Chambers of the City Hall on May 29, 1979, at
9:52 p.m.
The meeting was called to order by Chairman Loren L. Law.
Present: Collins, Ludeman, Luettinger, Law
Absent: Jacobsen
1. Minutes
Motion by Luettinger, seconded by Law that the minutes of the May 14, 1979,
HRA meeting be approved as presented.
All ayes - Carried. Absent - Jacobsen.
2. Presentation by Richfield Development Corporation
Mr. Sandy Ritter, of the Richfield Development Corporation, reported on
the status of the proposed development of their property that was formerly
the Woodlake School site.
3. Request for Property Acquisition 6615 Lake Shore Drive
Richard Krier, Planning and Redevelopment Director, advised the HRA that
Mr. and Mrs. Joseph Velasquez, owners of property located at 6615 Lake Shore
Drive have requested that the HRA purchase their property. Mr. Krier outlined
the funding that would be available for this purchase.
The following individuals appeared and spoke against this acquisition:
Lawrence Wozniczka, 6744 Wentworth
Donald Lynch, 6617 Lakeshore Drive
Jean and Joe Davis, 6639 Lakeshore Drive
Motion by Ludeman, seconded by Luettinger to request the city council to
pursue release of Community Development Block Grant funds and to formulate a
loan agreement with the City of Richfield for the use of P.I.R. funds to acquire
this property.

4. Relocation Claim for Flowertown, Inc.
Absent - Jacobsen
Clayton LeFevere, City Attorney, reviewed the Flowertown, Inc. relocation
claim. He stated that the 1970 Uniform Real Estate Acquisition and Relocation
Act provides that the HRA is responsible for relocating businesses that are
displaced by its redevelopment projects and .also requires that the HRA-pay for
certain physical changes made on the property to which a displaced property moves.
Motion by Ludeman, seconded by Collins to authorize a relocation payment
to Flowertown, Inc. in the amount of $236,905.80.
All ayes - Carried. Absent - Jacobsen,
5. Amendment to Agreement with Hennepin Count Vo-Tech Institute
Richard Krier, Planning and Redevelopment Director, reviewed the 7444 Bryant
rehabilitation agreement between the HRA and South Hennepin Vo-Tech Institute that
was negotiated on February 27, 1978. The Vo-Tech has advised the HRA that costs
have been higher than anticipated and they are requesting that the contract amount
be increased by $4,828, making the amount of the contract $32,578. He recommended
that the HRA authorize an amendment to the agreement with Vo-Tech.
Motion by Luettinger, seconded by Collins to authorize an amendment to the
agreement with the South Hennepin Vo-Tech Institute to provide an additional
$4,828 for rehabilitation of the property located at 7444 Bryant Avenue South.
All ayes - Carried. Absent - Jacobsen.
6. Recommendation Related to Property Management Procedures
Richard Krier, Planning and Redevelopment Director, advised the commission
that, at present the HRA owns and manages five single family homes and also

manages three city-owned homes. He reviewed the increasing costs of maintenance
and suggested a new practice of advertising for contractors. 'He recommended that
the HRA use the proposed advertising method.
Motion by Luettinger, seconded by Ludeman to accept the staff's recommended
changes and authorize the staff to advertise for contractors and establish a
contractor preference list for use in HRA property management.
All ayes - Carried. Absent - Jacobsen.
