04-09-1979HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA Regular Meeting of April 9, 1979 The Housing and Redevelopment Authority of the City of Richfield met in regular session in the Council Chambers of the City Hall on April 9, 1979, at 10:40 p.m. The meeting was called to order by Chairman Loren L. Law. Present: Collins, Jacobsen, Ludeman, Luettinger, Law. 1. Minutes Motion by Ludeman, seconded by Collins that the minutes of the regular meeting of March 26, 1979, be approved as presented. All ayes - Carried. 2. Selection of Develo er for New Home Pro ram Richard Krier, Planning and Redevelopment Director, reviewed proposals received from four developers in response to requests for proposals to construct four or five homes for the New Home Scattered Site Program. He recommended that .the HRA authorize developers David Ames and Robert Dippen to submit a final application to the U. S. Department of H.U.D. or the M.H.F.A. for funding to accomplish this development as recommended by the New Home Committee. Lawrence Wozniczka, 6744 Wentworth Avenue, asked if the sites have been acquired by the HRA. Richard Blevins, 7532 Washburn, reviewed a preliminary plan submitted by he and a partner for this development. David Ames, 5029 Morgan Avenue, Minneapolis, reviewed the proposal he had submitted for construction of •these homes. Motion by Jacobsen, seconded by Collins that David Ames and Robert Dippen be authorized to submit a final application to the Minnesota Housing Finance Agency or the U. S. Department•of Housing and Urban Development. All ayes - Carried. • Motion by Jacobsen, seconded by Collins to authorize the Executive Director to negotiate a developer's agreement with David Ames and Robert Dippen. All ayes - Carried. Claims and Payrolls Motion by Luettinger, seconded by Ludeman that the following claims and payrolls be approved: SUMMIT STATE BANK Checks 2447/2516 ~ $269,025.47 All ayes - Carried. 4. Discussion of Flowertown Relocation Benefits (Not on Agenda) Clayton LeFevere, City Attorney, reviewed the claim submitted by Flowertown for relocation benefits. He indicated that the claim in- cluded a substantial amount for remodeling the premises into which they moved, and that confusion regarding applicability of regulations has created an uncertainty as to whether this portion of the claim can be paid. He recommended that the HRA request an attorney general's opinion regarding the applicability of regulations to this_claim. Motion by Luettinger, seconded by Jacobsen to request an opinion from the attt~rn~y gener~lo All ayes - Carried. 5.
