Regular Meeting of October 23, 1978
The Housing and Redevelopment Authority of the City of Richfield met in
regular session in the Council Chambers of the City Hall on October 23, 1978,
at 11:50 p.m.
The meeting was called to order by Chairman Loren L. Law.
Present: Anderson, Jacobsen, Ludeman, Luettinger, Law
1. Minutes
Motion by Ludeman, seconded by Jacobsen that-the minutes of the continued
budget hearings of October 2, and 5, and the minutes of the regular HRA meeting
of October 10, 1978, be approved as submitted. •
All ayes - Carried.
2. Request for Authorization to Lease Office Space from Richfield School District
Richard Krier, Planning and Kedevelopment Director, reviewed the recommendation
to lease HRA office space in the Central Elementary School building. He said that
the office space the HRA currently uses at the Community Center has become crowded
as a result of increases in housing programs which necessitated additional staff.
Mr. Krier recommended HRA authorization to execute an agreement with the school
district for lease of this office space, as outlined in HRA Letter No. 34.
In discussion, HRA commissioners indicated a reluctance to lease a double
size classroom as recommended in HRA Letter No. 34. However, commissioners
suggested the rental of a single classroom as an alternative. Mr. Krier explained
that the annual lease cost. for a single classroom would be approximately $2,100
less than for a double classroom. He 'further reported that if the housing programs
continued to grow, it would be a necessity to lease more space in the next few
years and that the cost of improvements to a single classroom would be lost. He
suggested that while a single classroom could be made to work now, that the
double classroom would be the best investment over the long term.

Motion by Ludeman, seconded by Luettinger to approve execution of a lease
for a single classroom for HRA offices at the Central Elementary School budling.
Po11 of votes: Ayes - Ludeman, Luettinger, Law. Nays - Anderson, Jacobsen.
Carried.
