SPECIAL MEETING - CONTINUED BUDGET HEARING
October 2, 1978
The Housing and Redevelopment Authority of -the City of Richfield met in
special session on October 2, 1978, at 6:30 p.m. for the purpose of continuing

the September 21, 1978, hearing on the proposed 1979 HRA budget.
The meeting was called to order by Chairman Loren L. Law.
Present: Jacobsen, Luettinher, Law
Absent: Anderson., Ludeman
1. Proposed 1979 Budget Review
Wayne Burggraaff, Executive Director, reviewed the discussions covered at
the previous budget hearing.
Commissioner Ludeman arrived at 6:50 p.m.
Commissioner Anderson arrived at 6:53 p.m.
Lawrence Wozniczka, 6744-Wentworth, expressed. concern that the L/H/N received
extra benefit in that the city provided for maintenance of the business area. The
Executive Director observed that funding for maintenance of the L/H/N-area is
through the city's General Fund budget, in accordance with state law regulating
uses of tax increment monies-and that Richfield's maintenance activities in the
L/H/N area are comparable to maintenance services provided by other cities for
their "down-town" areas.
Motion by Jacobsen, seconded by Anderson that the following resolution be
adopted; that it be spread in the resolution book and that it be made apart of
these minutes•

Motion by Luettinger, seconded by Ludeman that this hearing recess and
continue October 5, 1978.
