07-24-1978HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA Regular Meeting of July 24, 1978 The Housing and Redevelopment Authority of the City of Richfield met in regular session in the Council Chambers of the City Hall on July 24, 1978, at 7.0 : 50 p . m. The meeting was called to order by Chairman Loren L. Law. Present: Anderson, Jacobsen, Ludeman, Luettinger, Law 1. Minutes Motion by Ludeman, seconded by Luettinger that the minutes of the regular meeting of July 10, 1978, be approved as submitted; A11 ayes - Carried. 2. Acquisition of Outdoor Advertising Sign at 6513-15-21 Lyndale Avenue Richard Krier, Planning and Redevelopment Director, advised the HRA that it would be necessary for the HRA to either acquire or relocate signs located on top of the Woodlake Cleaning Center building which are owned by Naegele Outdoor Advertising Company. He recommended that the HRA adopt a resolution establishing just compensation for acquisition of the leasehold interest in the signs in an amount of $11,400, in the event it becomes necessary to acquire the signs. He also indicated that the staff will continue efforts to identify a suitable site to relocate the signs. Motion by Ludeman, seconded by Anderson that the following resolution be adopted; that it be spread in the resolution book and that it be made a part of these minutes: RESOLUTION N0. 98 RESOLUTION ESTABLISHING JUST COMPENSATION AND PROVIDING FOR THE COMMENCEMENT OF NEGOTIATIONS FOR THE .PURCHASE OF REAL PROPERTY (Naegele Outdoor Advertising) HRA Meeting Minutes -2- July 24, 1978 Poll of votes:' Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Nays - None. Carried. This resolution appears as Resolution No. 98 in Resolution Book No. I. 3. Appointments to Ad Hoc Housing Committee Acting Executive Director, Joyce Wilde, indicated that the following repre- sentatives from local organizations were willing to serve on the Ad Hoc Housing Committee: Mrs. Marry Miller 7301 Xerxes Avenue HAP Section 8 Recipient Rev. Paul Romstad 7525 Oliver Mrs. Connie Hoverson 7408 13th Avenue Mr. George Karnas 2921 Washburn Circle Mr. Robert Nelson 7410 Girard Avenue Mr. Pete Patzke Mr. & Mrs. C. R. Garvey 7530 Oliver Richfield Ministerial Association League of Women Voters Chamber of Commerce Richfield Schools Summit State Bank Richfield Landlord Mr. Lynn Chomper Richfield Landlord Stuard Corporation 790 Cleveland, St. Paul . Motion by Jacobsen, seconded by Ludeman to appoint these individuals to werve on the Ad Hoc Housing Committee. A11 ayes - Carried. 4. Richfield Housing Fund Guidelines Richard Krier, Planning and Redevelopment Director, reviewed the amendments to the Housing Fund Guidelines which had been made to provide additional flex- ibility for emergency situations. The HRA reviewed the guidelines and discussed modifications in the provision relating to flood insurance. 1 HRA Meeting Minutes -3- July .24, 1978 Motion by Jacobsen, seconded by Luettinger to approve the amended Housing Fund Guidelines with a modification providing that flood grant recipients be required to acquire flood insurance only if they are recipients of a grant in excess of $1,000, with the HRA reserving the option to waive this flood in- surance requirement in individual cases. All ayes - Carried. 5. Claims and Payrolls Motion by Jacobsen, seconded by Luettinger that the following claims and payrolls be approved: SUMMIT STATE BANK Checks 1798/2058 $41,505.52 1 A11 ayes - Carried. 6.
