07-10-1978HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA Regular Meeting of July 10, 1978 The Housing and Redevelopment Authority. of the City of Richfield met in regular session in the Council Chambers of the City Hall on July 10, 1978, at 8:45 p.m. The meeting was called to order by Chairman Law. Present: Anderson, Jacobsen, Ludeman, Luettinger, Law 1. Minutes Motion by Anderson, seconded by Jacobsen that the minutes of the regular meeting of June 26, 1978, be approved as submitted. All ayes - Carried. 2. Discussion of Rehabilitation Guidelines Commissioner Luettinger appealed a Housing Grant Committee decision on behalf of Mrs. Arlene Spielman, 6535 Newton Avenue. He stated that, in his opinion, Mrs. Spielman should have received $226.85 more than the grant she did receive. Planning and Redevelopment Director Krier explained this amount was not included in the grant because the applicant had the work done prior to submitting two bids as required by the program guidelines. In the discussion which followed, commissioners concluded that inasmuch as the grant was for emergency repairs, Mrs. Spielman's appeal should receive favorable consideration. Motion by Luettinger, seconded by Anderson to authorize an additional housing rehabilitation grant of $226.85 as itemized by Commissioner Luettinger for Mrs. Arlene Spielman, 6535 Newton Avenue. All ayes - Carried. Commissioners discussed the application of the normal rehabilitation grant hI and loan guidelines to emergency situations. Commissioner Ludeman expressed the opinion that the requirement for two bids might not be necessary for low amounts HRA Meeting Minutes -2- July 10, 1978 is emergency situations. Commissioners also discussed the application of other _;uideline elements in emergency situations. Motion by Jacobsen, seconded by Ludeman to direct the staff to review these -=uidelines with respect to bidding requirements; age of property; income and asset requirements and grant limitations as these provisions apply to emergency situations and make recommendations for any desirable and permissible changes at ~ .he July 24, 1978 meeting. _ ° All ayes - Carried. Additional Appointments to the Advisory Ad Hoc Committee The Executive Director recommended expansion of the Ad Hoc Housing Committee, as outlined in HRA Letter No. 22. Motion by Jacobsen, seconded by Anderson to expand the Ad Hoc Housing Committee by seeking representatives from the following groups: 1) The Richfield Ministerial Association, 2) Resident of Richfield Towers, 3) Chamber of Commerce, 4) League of Women Voters, 5) Resident of Richfield Housing Assitance Program, 6) Richfield School Board, 7) Richfield Bank Lender, and 8) apartment owners. All ayes - Carried. 4. Request for Street Vacation of Grand Avenue, 65th Street to 66th Street The Executive Director recommended the HRA initiate action to vacate Grand Avenue between 65th Street and 66th Street, which is part of the K-Mart develop- ment site. Motion by Anderson, seconded by Jacobsen to petition the city council to vacate Grand Avenue between the north line of Grand Avenue and 66th Street and the south line of Grand Avenue at 65th Street.
