The Housing and Redevelopment Authority of the City of Richfield met in
regular session in the council chambers of the city hall on February 13, 1978;
at 8:55 p.m.
The meeting was called to order by Vice-Chairman Vern Luettinger..
Present: Anderson, Jacobsen, Ludeman, Luettinger

1. Minutes
Motion by Luettinger seconded by Jacobsen that the minutes of the regular

meeting of January 23, 1978, be approved as presented.
A11 ayes - Carried. Absent - Law.
2. Claims and Payrolls
Motion by Jacobsen, seconded by Ludeman that the following claims and
payrolls be approved:
SUMMIT STATE BANK
Checks 1637/1717 $332,129.00
All ayes - Carried. Absent - Law.
3. Discussion (Not on the Agenda)
The Executive Director presented a status report on the senate tax increment
subcommittee proposals for changes in the tax increment financing law. He
presented a list of the major changes being proposed and discussed the potential
adverse impact of these proposed changes on the city's LHN redevelopment project.
Lawrence Wozniczka, 6744 Wentworth, stated that it sounded as though he might
favor most of the proposed legislation, but indicated he was not familiar with it.
He asked that the Executive Director send him a copy of the most recent draft.

Motion by Ludeman, seconded by Jacobsen to reaffirm the city's position in
support of tax increment financing. ~
All ayes - Carried. Absent - Law.

Motion by Ludeman, seconded by Anderson that the meeting adjourn.
