City Ha11 on November 28, 1977 at 10:12 p.m. The meeting was called to order"by Chairman Law. Present: .Anderson, Jacobsen, Ludeman, Luettinger,~Law 1. Minutes ~ Motion by Ludeman, seconded by Jacobsen that the minutes. of the November 14, 1977 regular meeting be approved as submitted. All ayes - Carried.. 2. Referral and Relocation Grievance Procedures Richard Krier, planning director, outlined proposed referral and relocation • grievance procedures which .the HRA must adopt under requirements of the Uniform Relocation and Real Property Acquisition Policies Act of 1970. Motion~by Jacobsen, seconded by Ludeman to adopt the proposed referral and relocation grievance procedure. All ayes - Carried. 3. New Home Selection Criteria Guidelines Richard Krier, planning director, reviewed several changes proposed for the New Home Selection Criteria Guidelines. He observed that these changes will help standardize the selection process and insure that the income guidelines of the federal funds used to support this program are met. Motion by Ludeman, seconded by Jacobsen to adopt these selection criteria guidelines for reviewing proposals received under the New Home Program. All ayes - Carried.- 4. Lifting of Moratorium on Housing Assistance Applications The executive director informed the commission that the contract between the Richfield HRA and the Metropolitan HRA to provide subsidized housing units in HRA~Meeting Minutes -2- November 28, 1977 Richfield provides that the HRA again take applications for the: Housing Assistance Program. The executive director requested that the HRA lift the moratorium on housing assistance applications and authorize the staff to again take applications for-this program.. Motion by Jacobsen, seconded by Anderson to lift the moratorium on taking applications. for the HRA's Housing Assistance Program. All ayes - Carried.. 5. Clarification and Amendment of BRW Public Improvements Design and Redevelopment Assistance Contract The executive director reviewed the proposed amendments to the Bather-Ringrose- Wolsfeld, Inc. contract, as outlined in HRA Letter No. 48. Councilman Ludeman expressed-his disagreement with the provision that the HRA pay two and one~half times the hourly rate. Peter Jarvis of BRW explained the additional work involved in the proposed contract amendment. The executive director reported that Lawrence Wozniczka, 6744 Wentworth, had conveyed a letter to him, questioning how it was possible that the limit of the contract had been reached while there was still work to be done, and indicating his opposition to any increase in the maximum contract limits: Motion by Jacobsen, seconded by Anderson to approve the following-changes in the February, 1976, BRW contract: 1. Clarify the design of improvements on 66th Street, ~to I35W, which are to be included under terms of this contract. 2. Increase the maximum payment for Phase II necessary work to $21,500. 3. Increase the maximum payment for Phase III necessary work to $23,000. Poll of votes: Ayes - Anderson, Jacobsen, Luettinger, Law. Nayes - Ludeman. 1 Carried.
