09-12-1977HOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA. ' Regular Meeting of September 12, 1977 The Housing and Redevelopment Authority of the. City of Richfield met in regular session in the Council Chambers of the City Hall on September 12, 1977 at .9:45 p.m. The meeting was called. to order by Chairman Law. Present: Anderson, Jacobsen,. Ludeman, Luettinger, Law 1. Minutes Motion by Ludeman, seconded by Jacobsen that. the minutes of the August 22, 1977 meeting be approved as presented. A11 ayes.- Carried. 2. Area Flood .Problems (Not on Agenda) The Executive. Director advised the HRA that the city had participated-with Hennepin County in•making application for Federal Disaster Aid for victims of the August 30, flash flood. He reported that: the Federal Government would-make a decision before-the end of the week as to.whether that aid will be available. He also explained the HRA's rehabilitation loan and grant program funded through Community Development. Block Grants administered by the county and stated that these could be made available to income eligible storm damaged home owners. Several residents from areas that were badly flooded told of their losses. Mrs. Janet Dreke, 6921 Penn, reported her home was flooded in the basement. ~. ,_ Mr. and Mrs. LeRoy Pederson, 6917 Xerxes, reported this was the fourth time their home had been flooded. Joan Perry, 6921 Xerxes, reported five homes with walkout basements were flooded and indicated that some water comes from Edina when there is a heavy storm. Bueford Sjolseth, 6924 Washburn, reported on damages in his area. Others that reported flood damage-were James Jedlicki, 6928 Washburn, Robert Ennenga, 6920 Washburn, Maynard Anderson, 6925 Xerxes, and Larry Stein, Bloomington, H1iA.Meeting Minutes 2 September. l2, I977 _ owner of rental property at 6601 Stevens. Lawrence Wozniczka of 6744 Wentworth, said his residence did-not sustain. as mu .damage as others had reported.. He then told of flooding in. his neighborhood. 3. Acquisition-of 612 West 66th Street, in R--Mart Proiect.Area The E'xcecutive Director reported that the owner of the property located. at -612 West 66th Street had requested the HRA to purchase his property. It houses. the M S~ S Small Engine .Repair Shop. and -the Control Rust Corporation. The property. was appraised by Janski & Associates and Patchin Appraisals at $48,121. The fi~ao tenants will be relocated and will be eligible to receive a relocation payment at a later date.- ' Motion by Jacobsen, seconded by Luettinger that the following resolution be adopted;. that it be spread in the resolution book and that it be-made a part of these minutes: HRA RESOLUTION N0. 58 RESOLUTION AUTHORIZING PURCHASE OE REAL PROPERTY LOCATED AT 612 WEST 66TH STREET Poll of votes: Ayes - Anderson, Jacobsen, Ludeman, Luettinger, Law. Noyes - None. Carried. This resolution appears as Resolution No. 58 in Resolution Book No. 1. 4. Acquisition of 6507 Grand Avenue, in K-Mart-Protect Area The Executive~Director advised the commission that the owners of 6507 Grand Avenue have found replacement housing and have .requested the HRA So purchase their property. Just compensation for this property has been established at $47,000 and the. present owners will be entitled to a replacement housing .relocation payment of $6,528, plus moving expenses which will be determined at a later date. Nayes - None. Carried. This-resolution appears as Resolution No. 59 in Resolution Book No. 1. 5. Settings Date of Public Hearing for 1978 HRA Proposed Budget Motion by Jacobsen, seconded by Luettinger to set the date of September 26, 1977 for the public hearing on the 1978 proposed HRA budget and request the city clerk to publish the required notice in the official newspaper. A11 ayes - Carried. 6. Claims and Payrolls Motion by Luettinger, seconded by Anderson that the following claims and payrolls be approved: .
