Regular Meeting of March 28, 1977
The Housing and Redevelopment Authority of the City of Richfield met in regular
session in the Council Chambers of the City Hall on March 28, 1977 at 10:00 p. m.
The meeting was called to order by Chairman Law.
Present: Anderson, Jacobsen, Ludeman, Luettinger, Law.

Motion by Anderson, seconded by Jacobsen, that the minutes of the March 14,
1977 meeting be approved as presented.
All ayes -Carried.
2. Discussion of HRA Relocation Benefits
Motion by Ludeman, seconded by Anderson to approve the letter drafted by the city
attorney describing problems or potential problems with the requirement to pay relocation
assistance in acquiring property in the L/H/N area and request that this letter be sent
to Congressman Frenzel, Senators Humphrey and Anderson, State Senator Kirchner and
Representatives Hokanson and Swanson.

3. Urban Design Elements in L/H/N Area
Richard Krier, planning director, reviewed Urban Design "Guidelines" which were
prepared by BRW. These guidelines are an administrative refinement of the already
adopted Lyndale/Hub/Nicollet Plan.
Motion by Jacobsen, seconded by Luettinger to adopt these proposed Urban Design
Guidelines as being in conformance with the L/H/N Redevelopment Plan, and to authorize
their use with public and private development projects in the L/H/N district.

5. Claims and Payrolls
Motion by Ludeman, seconded by Jacobsen, that the following claims and
payrolls be approved:

Motion by Anderson, seconded by Luettinger that the meeting adjourn.
