Regular Meeting of June 14, 1976
2'he regular meeting of the Housing and Redevelopment Authority of the City
of Richfield was held at 9:55 PM, June 14, 1976 in the council chambers of the
City Hall.
The meeting was called to order by Commissioner Law, Chairman.
Present: Anderson, Jacobsen, Law
Absent; Ludeman (At another meeting)

1. Minutes
Motion by Jacobsen, seconded by Anderson that the minutes of the May 24.,
1976 meeting be approved as presented.
All ayes - Carried. Absent - Ludeman, Luettinger
2. Rehabilitation Program
Richard Rrier, Planning Director, presented a report on the proposed housing
rehabilitation program and recommended specific actions to initiate the. program.
Councilman Ludeman arrived at 10:15 PM.
Motion by Ludeman, seconded by Jacobsen, to execute an Advertisement Agree-
went for Rehabilitation with Jim Hillis Advertising, and to approve the
Rehabilitation Program and authorize the executive director to initiate the
Rehabilitation Program beginning with the expenditure of $10,000 for advertising
and demonstration projects and to continue on with the program.
A11 ayes - Carried. Absent - Luettinger.
3. Loan Agreement for Purchase of Property in the L/H/N Improvement Area
Executive Director, Wayne Burggraaff, advised that Mr. Alden Hanson, 7'19
Graham Avenue, had requested the HR~4 to purchase his home. He listed the ad-
vantages and disadvantages of purchasing the property at this time and recommended

that the HRA adopt the resolution authorizing execution of the loan agreement
with the city.
Motion by Ludeman, seconded by Jacobsen, that the fol.lowing~resolution be
adopted;.that it be spread. in the res,olution,.book.and that it be made a part of
these minutes:

FOR THE COMMENCEMENT OF NEGOTIATIONS

Luettinger. Carried. This resolution appears as Resolution No. 16e in Resolution
Book No. 1.

Motion by Jacobsen, seconded by Anderson, that the following claims and
payrolls be allowed;

5. Adjournment
Motion by Jacobsen, seconded by Anderson that the meeting adjourn to 6:45
PM, Monday, June 21, 1976 at which time Item 3, L/H/N Project Staffing, deferred
item on this agenda, will be discussed.

Continued Meeting of June 14, 1976
The Ho~ising and Redevelopment Authority of the City of Richfield met
on June 21, 1976 at 10:00 PM in the Council Chambers of the City Hall to
continue the June 14, 1976 meeting which had been adjourned to this date.
The meeting was called to order by Commissioner Law, Chairman.
Present: Jacobsen, Luettinger, Law
Absent; Anderson, Ludeman.
'1. L/H/N Project Staffing
Executive Director, Wayne Burggraaff, reviewed the proposed method for
implementing the L/H/N plan which included the use of city staff, consulting
services and the appointment of a housing and redevelopment specialist.
The commissioners indicated approval of the concept but deferred final
action until the next meeting on June 28 so that all members of the HRA can
be present.
2. Rehabilitation Program Advertising Report
A presentation was made on the Rehabilitation Program advertising by
Richard Krier, Planning Director.
Motion by Jacobsen, seconded by Luettinger to approve the newspaper
display ad for the program.
All ayes - Carried. Absent - Anderson, Ludeman
3. Adjournment
Motion by Jacobsen, seconded by Luettinger that the meeting adjourn.
