03-29-1976 SpecialHOUSING AND REDEVELOPMENT AUTHORITY OF RICHFIELD, MINNESOTA Special Meeting of March 29, 1976 T'he Housing and Redevelopment Authority of Richfield met in special session on March 29, 1976 at 7:00 PM in the council chambers of the city hall. Z'he meeting was called to order by Commissioner Law, Chairman. Present: Anderson, Jacobsen, Ludeman, Luettinger, Law The executive director, Trlayne S. Burggraaff, announced that the special meeting had been called to discuss progress on the Lyndale/Hub/Nicoliet redevelopment project and to review a proposed planned unit development. ordinance. • Richard Krier, planning director, reviewed the history of the Lyndale/Hub/ Nicollet project, the goals, alternative plans evaluation, the final plan and revised cost estimates. He reported the process to date has encompassed 160 separate meetings and that the staff is presently pursuing developers, working with Hennepin County and consulting with MTC for transportation improvements. Mr. Krier outlined the project area and major acquisition areas. Numerous residents were present and asked questions of the commission and Mr. Krier. Lawrence>,,Wozniczka, 6744 Wentworth, asked about the position of housing and redevelopment specialist; whether any tax increment bonds .have been issued and expressed concern about traffic on 68th Street. Leonard Hedahl, 6627 Grand, asked about relocation of businesses not located in the HRA acquisition areas. Donald Ringrose, of BRW, discussed county involvement on proposed street improvements. The following business establishments were represented and spoke in interest: Special HRA Meeting -2- March 29, 1976 Big Mike's Submarine Shoppe, 6500 Lyndale First Federal Savings-and Loan, 6445 Nicollet, Bob Cornell William MacDonald, representing apartment units on Rae Drive Auto Clinic-Supply Store, 6509 Lyndale, Chuck Haglund Woodlake Veterinary Hospital, 600 West 66th Street Cliff's Apco Service, 6501 Lyndale Kenny's 6520 Lyndale Trestman Music Centers, 6630 Lyndale, 3erry Trestman Don Nelson, owner of a laund~comat and barber shop Oscar Lindberg, 6515 Grand, asked about relocation benefits for a home owner. John Kenealey, 6400 Blaisdell, asked whether a K-Mart store is the key anchor for this project. The city attorney, Clayton LeFevere, reviewed-the proposed planned unit development ordinance. No action was taken, but the executive director reported that the ordinance would be put in final form and submitted to the city council in about one month.
