Regular Meeting of March 8, 1976
The regular meeting of the Housing and Redevelopment Authority of
Richfield was held at 11:00 p.m. on Monday, March 8, 1976 in the council
. ,
chambers of the city hall.
The meeting was called to order by Commissioner Law, Chairman.
Present: Anderson, Ludeman, Luettinger, Jacobsen, Law.
1. Minutes
Motion by Ludeman, seconded by Luettinger, that the minutes of the
regular meeting of February 23, 1976 be approved as presented.
All ayes -carried.
2. Legislation Concerning Tax Increment Financing
Motion by Jacobsen, seconded by Ludeman to have the city attorney
prepare a resolution generally supporting tax increment, but agreeing to a
study of the concept.
RESOLUTION NO. 12
RESOLUTION SUPPORTING TAX INCREMENT
AND AGREEING TO THE STUDY OF THE CONCEPT
All ayes -carried. This resolution appears as Resolution No. 12 in Resolution
Book No. 1.
Mr. Vince Walters, Hub Stationery, discussed a number of his concerns
about L/H/N .
Motion by Jacobsen, seconded by Luettinger, to schedule a special HRA
meeting for March 29, 1976 at 7:00 p,m, to consider progress in the Lyndale/
Hub/Nicollet project and to review a proposed Planned Unit Development
Ordinance .

All ayes -carried.
Don Houlding, 7145 13th Avenue, suggested various ways to improve
the communication process.
3. Claims and Payrolls.
Motion by Jacobsen, seconded by Ludeman, that the following claims
and payrolls be allowed:

Checks 1076/1080 $540.87
All ayes -carried.
4. Adjouinrneni
Motion by Anderson, seconded by Jacobsen, that the meeting adjourn.
