Regular Meeting February 10, 1976
The regular February 9, 1976 meeting of the Housing and Redevelopment Authority
of Richfield was reconvened at 7:00 PM on Tuesday, February 10, 1976 in the Council
Chambers of the City Hall.
The meeting was called to order by Commissioner Law, Chairman.
Present; Anderson, Jacobsen, Ludeman, Luettinger, Law
Absent: None
I. Minutes
Motion by Jacobsen, seconded by Ludeman, that the minutes of the regular
meeting of January 26 and the special meeting of January 27, 1976 be approved
as presented.
A11 ayes - Carried.
2. Resolution Authorizin the Im lementation of Various States of the L ndale/
Hub Nicollet Project
Planning Director, Richard Krier, discussed in detail the following actions
that were necessary for the commission to take to begin implementation of the
Lyndale/Hub/Nicollet Redevelopment Plan.
1. Approval of the L/H/N Redevelopment Plan implementation work program
schedule.
2. Authorization to initiate the land marketing element of the woxk
program.
3. Approval of a consulting agreement with Bather-Ringrose-Wolsfeld, Inc.
for landscaping and urban design service.
City Attorney, Clayton LeFevere, reviewed the proposed consulting contract
with Bather-Ringrose-Wolsfeld, Inc.
Peter Jarvis, representing BRW, Inc., answered questions of the commission.
Motion by Jacobsen, seconded by Anderson, to approve a consulting agreement
with Bather-Ringrose-Wolsfeld, Inc. for landscaping and urban design service.
All ayes - Carried.
HRA Meeting Minutes -2- February 10, 1976
Mr. Ralph Bruins, president of the Summit State Bank, reported on the Com-
mercial Improvement Committee's approval of the L/H/N work program schedule.
Motion by Ludeman, seconded by Jacobsen, to approve the L/H/N Redevelopment
Plan implementation work program schedule.
All ayes - Carried.
Motion by Ludeman, seconded by Jacobsen, to authorize the initiation of
the land marketing element.
All ayes - Carried.
Motion by Law, seconded by Jacobsen, to authorize initiation of Phase I
of BRW's contract.
All ayes - Carried.
Motion by Law, seconded by Ludeman, to request representatives of Richfield
Bank and Trust, including Mr. Kirchner, to attend the regular meeting of the HRA
on March 8, 1976.
A11 ayes - Carried.
3. Housing and Redevelo ent Specialist Job S ecification
The Executive Director presented a revised housing and redevelopment specialist
job specification for the commission's review as requested at the last HRA meeting.
Considerable discussion followed among the commissioners.
Motion by Anderson, seconded by Jacobsen, to approve the job description for
the housing and redevelopment specialist.
All ayes - Carried.
Motion by Anderson, seconded by Ludeman, that the City Manager be requested
to provide the members of the city council with an opportunity to meet the indi-
vidual selected for the Housing and Redevelopment Specialist position before the
appointment is made.
