The Housing and Redevelopment Authority of the City of Richfield met
in special session in the council chambers of the city hall on Tuesday,
January 27, 1976 at 7:00 p.m~ The meeting was called to order by Commissioner
Law, Chairman.
Present: Luettinger, Ludeman, Jacobsen and Law
Absent: Anderson
The purpose of this meeting, which was also attended by members of the

planning commission, was to discuss the subject of zoning as it applies to the
Lyndale/Hub/Nicollet project and particularly the concept of planned unit
development.
The city planner made introductory comrnents concerning the subject
material. Mark Henderson, planning associate, presented aslide-sound
presentation on planned unit development and introduced the members of the
panel who spoke on the subject.
Panel members were James Hill, from Pemtom, representing the perspective
of a developer and Dick Putnam, planning director, Eden Prairie, who discussed
his experiences with planned unit development in that city. Dick Krier made a
presentation on the subject of land use intensity and Charles LeFevere spoke
about legal aspects of planned unit development.
There was considerable discussion on the subject, but no specific action
was taken by the Authority. The Authority will meet on February 10 for the
purpose of considering how a proposed planned unit development ordinance
would actually work in the Lyndale/Hub/Nicollet area .

Motion by Jacobsen seconded by Luettinger that the meeting adjourn.
