• Special Meeting of January 20, 1976
The Housing and Redevelopment Authority of the City of Richfield met in
special session .in the council chambers of the city hall on Monday, January
20, 1976 at 7:00 p.m. The meeting was called to order by Commissioner Law,
Chairman .
Present: Luettinger, Ludeman and Law
Absent: Anderson and Jacobsen
The purpose of this special meeting which was also attended by members of
the Planning Commission, was to meet to discuss the subject of tax increment
financing .
The Executive Director and the City Planner made introductory comments and
then presented a slide and sound presentation from the State Planning Agency on the
. subject of various methods which can be used by municipalities for community
development projects .
There was a panel presentation on tax increment financing. Members of the
panel were Clayton LeFevere, City Attorney; Donald Swenson, T.G. Evensen, Inc.,
the city's bond consultant; Jerry Luesse from the Minneapolis HRA; and Gerald
Weiszhaar, management analyst from Hennepin County. During' and following the
panel presentations there was discussion of the subject by panel members, HRA
commissioners and planning commission members. Inasmuch as this was a special
meeting for informational purposes, there was no specific action taken by the
Authority .
