06-30-1975June 30, 1975 RICHFIELD HRA/PLANiVING CESSION MINUTES HRA MEMBERS PRESENT: Chairman Law, Commissioners Jacobsen, Anderson, Luettinger, and Ludeman PLANNING. COMMISSION MEMBERS-PRESENT: Chairman Lien, Commissioners Susag, Lindgren, Helmberger, Ketcham, Ulrich, and Ertman STAFF PRESENT: Richard Krier, Planning Director, Kathy Lovick, Secretary; Wayne Burggraaff, HRA Executive Director, Peter Jarvis, BRti'J At 7:00 p.m. Chairman. Law called the HRA to order and Chairman called the Planning Commission to order.- Chairman Law welcomed interested businessmen and neighbors and. gave a brief history about the beginning of the LHN project. Carl P~1cBride, Chairman of the LHN Commercial Improvement Committee, .introduced the LHN Commercial Improvement Program and summarized its effect on Richfield in terms of additional tax revenue, an increase of new families in Richfield, and more opportunities for employment created by the new commercial developments. He stressed the many advantages of the LHN such as greater variety of goods and services in Richfield, improved environment for shoppers, and better land use. Due to the absence of John Kenealey, Chairman of the Residential Impact Neighborhood Group (RING), Betty~Carr presented the comments from the RING committee. Ms. Carr stated that although not all RING members were 100% committed to all parts of Phase II of the Proposed Land Use Program, all felt it was time to move forward to Phase III. A presentation of the Proposed Land Use Program was presented by Ralph Bruins, Chairman of the Commercial Improvement Program Subcommittee. A r~iap was used to show the proposed land use program. Abetter separation between -2- the commercial area and the residents on 1st Avenue is necessary. One suggestion has been to make 1st Avenue a one-way street, reducing the width to allow for landscaping. An expanded parking lot in the rear of the Hub has been proposed. This would be accomplished by curving 65th Street further to the north and using a cul-de-sac to prevent through traffic north from the Hub into the residential neighborhoods. Mr. Bruins also stated a possibility of two new retail stores in the Hub with a major anchor store on the corner of 66th Street and Lyndale Avenue. He then read a letter from Mr. James Karabec of Developers Diversified, a developer for Kresges, which stated that Kresges would be very interested in locating a K-Mart store at this location. Other proposals included moving Lyndale Garden Shop from its present location of the area behind the VFW, increasing its capacity greatly; creating an entertainment center with the Heidelberg and possibly a theatre, a bowling alley, etc.; adding retail to Lyndale Liquor Store area,-and multiple dwellings where Lyndale Garden Center is presently located and directly across the street. Commissioner Luettinger suggested that the proposed barrier betw~~en~Harriet Avenue and Grand Avenue be moved to the east side of Grand due to Richfield Bank owning the majority of the houses on that block. Commissioner Ulrich requested that bikeways be given consideration in the final stages of planning. Dick Krier, Planning Director, gave a brief description of Phase III, the development of implementation tools. He stressed. a flexible design is necessary. Mr. Krier also said that staging strategy, updated zoning ordinance, land marketing program, and relocation plan were significant elements of Phase III. Peter Jarvis, consultant with Bather, Ringrose, Wolsfeld, Inc., said Phase III would mainly be concerned with financing, traffic impact, detail development framework, design refinement, and environmental assessment. -3- Planning Commission Action: Motion by Lindgren/S Ketcham to-adopt Resolution No. 12 relating to approval of the LHN Land Use Program by the Planning Commission and to recommend the initiation of Phase III. Motion carried 7-U. LIRA Act ion : Motion by Jacobsen/S Ludeman, that the Richfield Housing and Redevelopment Authority accept the concept LHN Land Use Program with modification: (1) The commercial areas be developed to Grand Avenue with separation screen at Grand Avenue, and (2) Separation screening be provided at the rear of the Super America Service Station and west side of the post office, and that the I-iRA recommend the program to the City Council for consideration at the July 14, 1975 council meeting.
