ORGANIZATIONAL MS'ETING
1, Selction of Temporary Chairt~an,
`I`he meeting was called to order Toy Loren Lo Law at 9055 pomm on Tuesday9
November 12, 1974, pursuant to notice Toy the city manager dated November 6, 1974a
(HRA. Fi1.e-1) Mayor Law announced that the purpose of this meeting was to organize
the Housing and Re~tevelopment Authority, adopt by-laws and a seal, elect officers
and to tatce such other action concerning the organiaa:t.ion of the Housing Authority
as the members-hereo~'.~~.ghf :de~efmi~.e,.
Motion by Lue~ttinger, 'seconded by Kenealey, to nominate Loren Lo Law as
temporary chairmane

2. Oath of Office for Commissioners,
The city clerk, Thomas Jo Moran, administered the oath of office for the
following commissioners;

Lo L„ Law
Vern Luettinger
Each of the commissioners signed his oath of office (HRA Fi1em2 - 6) and
each commissioner signed the consent to meetingo (HRA File-7)
3o Resolution Adotping By-Laws of H1~Ao
']Che city attorney, Clayton L. LeFevere, presented a review of the proposed
by-laws of the I3RA of Richfield, (HRA File®$)
Motion Tay Jacobsen, seconded by Lu.ettinger, to adopt the following resolution;

4. Election of Officers.
Motion by Jacobsen, seconded by Luettinger, that Loren L. Law be elected as
chairman of the authority.

Motion by Anderson, seconded by Luettinger, that E, E. Jacobsen be elected
as vice chairman.
All ayes - Carried.
Motion by Luettinger, seconded by Jacobsen, that A. A. Anderson be elected
secretary.
All ayes - Carried,
5. Appointment of Executive Director and.Treasurer.
Motion by Jacobsen, seconded by Luettinger, that the city manager, Wayne S,
Burggraaff, be appointed as executive director and assistant to the secretary,
and that the finance director, Thomas J. Moran, be appointed as treasurer,

6. Resolution Adopting HRA $~ea1.
Motion by Anderson, seconded by Jacobsen, that the following resolution be
adopted;

7. Adoption of 1975 Budget for Submission to City Council,
HRA Organizational Meeting 3 November 12, 1974
`I`he executive director, Wayne S. Burggraaff, presented a proposed budget for
the HRA operations in 1975 and reported that upon adoption, the budget request
would be submitted to the city council for certifying the tax levy required on this
budget.
Motion by Anderson, seconded by Jacobsen, to approve the 1975 budget as
presented and to submit same to the city council for their ratification and
certification of the tax levy.
A11 ayes - Carried.
8. Date for Next HRA Meeting.
Motion by Anderson, seconded by Jacobsen, that the authority call a special
meeting on November 18,.1974 at 7a00 p.m. for the purpose of developing a work
program for the HRA, discussing staffing arrangements and to generally become
more familiar with the operation of the authority.
All ayes - Oarried.

into the record of this organizational meeting for the HRA of Richfield;

3. Certificate of filing resolution with the Office of I,oca1 and Urban
Affairs acting as the Minnesota State Housing Commission (HItA File-11)
4. Resolution No. 5238, A resolution declaring the need for a Housing
and Redevelopment Authority in Richfield, Minnesota (HRA File-12)
5a Approved minutes of the regular city council meeting of
October 28, 1974 (HRA File-13)
6, Certificate of appointment of commissioners of the
HRA of Richfield (HRA File-14)

of the HRA of Richfield, Minnesota be adjourned.
