MEMBERS NOT • PRESENT: Susan Rosenberg STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; Jack Erskine, Public Safety Director; Mike Eastling, City Engineer; and John Thom, Utility Superintendent. The meeting was called to order by Mayor Kirsch at 7:00 p.m. Item #I DISCUSSION OF STATUS OF WATER PLANT RENOVATION S.S. LETTER NO. 1 Community Services Director Fondrick reviewed Study Session Letter No. 1 regarding the status of the water plant renovation and presentation of a report entitled Update Richfield Water Sys#em. City Engineer Eastling reviewed water system characteristics related to water source and water softening. John Peterson, Orr-Schelen-Mayeron & Associates, Inc., Plant Renovation Project Engineer, reviewed the following factors as attributable in causing the lingering complaints about a chlorine smell and taste: • The clearer than ever water produced by the new softener allows the chlorine to be noticeable outside a very narrow band of concentrations. • The Richfield water consumer has become very sophisticated. Chlorine levels which are acceptable elsewhere are not acceptable here. • The chlorine feed/control system which was left in place during the softening unit replacement is not as responsive as state-of--the-art chlorine feed/control systems. Mr. Thom then led a tour of the water plant and answered questions related to water plant operations and chlorine control. Study Session Minutes -2- February 6, 1995 Mr. Peterson discussed the two awards recognizing Richfield's new water softening system; the Seven Wonders of Engineering Award from the Minnesota Society of Professional Engineers and the Award of Engineering Excellence from the Consulting Engineers Council of Minnesota. Item #II DISCUSSION OF PROPOSED STATE STATUTE ENTITLED MINNESOTA EMERGING COMMUNICATIONS ACT OF 1995. S.S. LETTER N0.2 Council Member Priebe reviewed and discussed Study Session Letter No. 2 regarding the proposed Minnesota Emerging Communications Act of 1995. It was the consensus of the City Council that consideration of a resolution in support of the Minnesota Emerging Communications Act of 1995 be placed on February 13 City Council agenda. • Item #III DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S. LETTER N0.3 City Manager Prosser reviewed Study Session Letter No. 3 regarding the following airport related issues: • New Ford Town and Rich Acres Acquisition. . • Runway 4-22 Extension FAA Record of Decision. • Metropolitan Aircraft Sound Abatement Council (MASAC) proposed resolution related to runway 4-22. •. • Dual Track Planning Process. • MAC Commissioner Appointments. • Part 150 Sound Insulation Program. Item #IV REVIEW OF DRAFT CITY OF RICHFIELD SURFACE WATER _ MANAGEMENT PLAN. S.S. LETTER N0.4 Pete Willenbring, Orr-Schelen-Mayeron & Associates, Inc. summarized the Richfield Surface Water Management Plan which consisted of the following sections: I. Introduction and Purpose II. Executive Summary III. Land and Water Resource Inventory Study Session Minutes -3- February 6, 1995 IV. Establishment of Goals and Policies V. Problems and Corrective Actions VI.
