MEMBERS PRESENT: Kristal Stokes, Daniel Linnihan, Tim
Erlander, Hill Snyder, and Dave Gepner.
STAFF PRESENT: James Prosser, City Manager; Byron Wallace,
Community Development Director; Thomas
Ferber, City Clerk; and Bruce Palmborg,
Housing & Redevelopment Coordinator.
Mayor Kirsch called the Special City Council/Richfield Housing
and Redevelopment Authority/Planning Commission Study Session to
order at 5:03 p.m.
Item #1 BUS TOUR OF APARTMENT BUILDINGS HY RICHFIELD APARTMENT
MANAGERS ASSOCIATION
Representatives of the Richfield Apartment Owners and Managers
Association (RAMA) explained the background of the initiation of
RAMA with the following mission statement:
"To enhance the image, quality of life and pride in Richfield by
isolating and taking .positive action on real and perceived
problems through communication and cooperation between multi-
housing management/ownership, the City and business community."
The purpose of RAMA was stated as follows:
1. To provide avenues of communication and cooperation between the
City, business community and multi-family managment and owners.
2. To reduce and eliminate real and perceived problems in
Richfield's multi-housing properties thus enhancing the image of
Richfield as a safe community in which to live, play, work and
do business.

3. To encourage responsible multi-housing management/ownership
through communication, collaboration and education.
4. To maintain property values and tax base.
At 5:14 p.m. the group departed from City Hall for a bus tour
of various apartment :building locations. RAMA members provided
narrative descriptions and statements related to the various
properties. The group returned to City Hall at 6:04 p.m. and RAMA
representatives answered questions regarding issues related to
apartment management.
