02-28-06 Worksession CITY COUNCIL MINUTES Richfield, Minnesota Special Worksession February 28, 2006 The meeting was called to order by Mayor Kirsch at 5:04 p.m. Members Present: Martin Kirsch, Mayor; Bill Kilian; and Sue Sandahl. Members Not Present: Staff Present: Fred Wroge; and Susan Rosenberg. Steven Devich, City Manager; Mike Eastling, Public Works Director; Bruce Palmborg, Community Development Director; Jim Topitzhofer, Recreation Services Director; Kristin Asher, Assistant City Engineer; and Cheryl Krumholz, Recording Secretary. Item#1 Public Works Director Eastling stated as the Minnesota Department of Transportation (MnDOT) Crosstown reconstruction moves into implementation the City will be asked to finalize any agreements needed to move forward with the project. Tonight's discussion will be an attempt to summarize all the major agreements that have been made verbally with MnDOT to date. Municipal Consent . Agreements Mayor Kirsch stated it is important to acknowledge that Richfield is willing to give up property to get this project done. Assistant City Engineer Asher said MnDOT agreed to prepare a Letter of Intent for the two property owners who originally did not want to move so they could be dealt with later. Since then, the property owners have chosen to go. Assistant City Engineer Asher discussed the pedestrian and bicycle accommodations along Nicollet and Lyndale Avenues. Special Worksession Minutes -2- February 28, 2006 Recreation Services Director Topitzhofer reviewed the proposed Madison Park land exchange agreement. The Community Services Commission has seen the proposed land transfers and it is their opinion to revisit all the park systems with the updating of the Master Park Plan. The proposed changes give easier access to Madison Park for the rest of the community; it should not be considered a private playground. Assistant City Engineer Asher reviewed the Soo Line Railroad tunnel lighting agreement. Council Member Sandahl suggested that accommodations be provided so security cameras can be installed later for increased safety. Public Works Director Eastling reviewed the proposed Lyndale Avenue and Richfield Lake agreement. Council Member Sandahl asked about bicycle lanes to the north on Lyndale Avenue. Recreation Services Director Topitzhofer stated Minneapolis, Bloomington, Edina and Richfield are discussing the entire bike plan. Assistant City Engineer Asher reviewed the MnDOT letting agreements, including Lyndale Avenue signal, Legion Lake, frontage roads and connection paths, 64th Street Stormwater under 1- 35W and Lyndale and Nicollet Avenues lighting. Council Member Sandahl requested affected businesses be notified of the project schedule. Council Member Kilian requested utilities be undergrounded.
