SPECIAL CITY COUNCIL MEETING

Gene Dumas, and Lorraine Prindle.
The meeting was called to order by Mayor Kirsch at 6:33 p.m.
Item #I MEETING WITH RICHFIELD H[JMAN RIGHTS COMMISSION TO
DISCUSS CURRENT PROJECTS AND ACTIVITIES. C.L. N0. 158
Kurt Donaldson, Chair of the Human Rights Commission,
reviewed his discussions with Public Safety Director Erskine
regarding recruitment of minority officers. He commended
initiation of the proposed police cadet program.
Administrative Services Director Devich reviewed the
Minnesota Board of Peace Officer Standards and Training (POST)
certification program and the relationship to competition for
qualified minority candidates.
City Manager Prosser reviewed the City's minority
recruitment program and particular efforts to recruit candidates
for the Public Safety Department.
Human Rights Commission Chair Donaldson reviewed the Ethnic
Celebration event and the status of the Gene Jacobsen Award.
Russ Rooney, Human Rights Commission, noted the need to
increase the submittal of candidates for the Gene Jacobsen Award.
The City Council requested that staff provide Council Members
with nomination forms prior to the next consideration for the
award.
Administrative Services Director Devich reviewed the status
of the availability of the local no fault mediation grievance
procedure through the Commission. He stated that training from
the Department of Human Services has not been recently available,
making it difficult to maintain the program despite the
Department's referral of cases.
It was the consensus of the Council that staff prepare a
letter for the Mayor's signature urging the Department of Human
Services to provide the necessary training for certification of
Commission Members for the no fault mediation service.
