The meeting was called to order by Mayor Kirsch at 5:30 p.m.
RECONVENING OF THE 1994 LOCAL BOARD OF REVIEW. C.L. NO. 135
City Manager Prosser reviewed Council Letter No. 135
regarding the reconvening of the 1994 Board of Review.
Item #1 APPEAL OF FLOYD SANDELL, 6737 THIRD AVENUE SOUTH,
P.I.D. 27-028-24-41-0123.
Larry Miller, Hennepin County Principal Appraiser, presented
data on the subject property and comparable properties in support
of the assessor's determination of an Estimated Market Value of
590,000.
M/Erickson, S/Susag to sustain the assessor's determination
of 590 X000 as the Estimated Market Value of the oronerty located
at 6737 3rd Avenue South, P.I.D. 27-028-24-41-0123.

P.I.D. 29-028-24-41-0129.
Larry Miller, Hennepin County Principal Appraiser, presented
data on the subject property and comparable properties in support
of the assessor's determination of an Estimated Market Value of
581,000.
M/Emond, S/Susag to sustain the assessor°s determination of
581,000 as the Estimated Market Value of the property located at
6745 Russell Avenue South P.I.D. 29-028-24-41-0129.

Larry Miller, Hennepin County Principal Appraiser, stated he
had reviewed the subject property and recommended the 1994
Estimated Market Value be reduced from $94,000 to $78,500. He
stated Ms. Kleven concurred with this determination.
M/Sandahl, S/Susag to reduce the Estimated Market Value of
the property located at 6804 Fourth Avenue South, P.I.D. 34-028-
24-31-0119 from 594,000 to 578,500.

Larry Miller, Hennepin County Principal Appraiser, stated
Wava Busch had withdrawn the appeal, therefore no action was
required.
Item #6 APPEAL OF PATTY PLORUDE, 7136 GARFIELD AVENUE SOUTH,
P.I.D. 34-028-24-22-0051
Patty Plourde, 7136 Garfield Avenue South, appealed the
Estimated Market Value of this property based on the condition,
needed repairs, and comparable properties. She stated concerns
about the appeal process and the different ways comparables are
used.

data on the subject property and comparable properties in support
of the assessor's determination of an Estimated Market Value of
$89,000.
Discussion followed regarding the condition of the house,
the estimated cost of repairs, comparable properties, the sale
price on the certificate of real estate, the marketability of the
area, the nonconforming second story bedroom space, and standard
adjustments on comparable properties.
M/Emond, S/Priebe to reduce the Estimated Market Value of
the property to ated at 7136 Garfield Avenue South, P.I.D. 34-
028-24-22-0051 from 589.000 to 587,500.

Larry Miller, Hennepin County Principal Appraiser, stated he
had reviewed the subject property and recommended the 1994..._
Estimated Market Value be reduced from $133,000 to $110,000... He
stated Mr. Flesher was aware of this determination.

stated Mr. Lally was aware of this determination.
