STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Craig Lone, Hennepin County Appraiser; Don Salzwedel, Hennepin County Senior Appraiser; and Sill Sffertz, Hennepin County Senior Appraiser. The meeting was called to order by Mayor Kirsch at 7:00 p.m. CONVENING OF THE 1994 LOCAL BOARD OF REVIEW. C.L. NO. 134 City Manager Prosser reviewed Council Letter No. 134 summarizing the Board of Review process. Item #1 APPEAL OF JEROME FRE[JNDSCHIJH, 6937 THOMAS AVENZJE SOUTH, P.I.D. 29-028-24-44-0102. Jerome Freundschuh, 6937 Thomas Avenue South, appealed the Estimated Market Value of this property indicating he felt it had increased too much recently. Dan Salzwedel, Hennepin County Senior Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $72,000. Discussion followed regarding the determination of Estimated Market Values., the median ratio of EMV to sales price, and the review process. Dan Salzwedel, Hennepin County Senior Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $91,000. Gobin Persaud, 7638 Chicago Avenue, appealed the Estimated Market Value of this property based on the 77th Street construction and traffic. Discussion followed regarding the current and future impact of the 77th Street Project on the subject property.
