The meeting was called to order by Mayor Kirsch at 6:10 p.m.

HRA Members
Present: Sue Sandahl, Chair; Martin Kirsch; Donna Drummond; David Gepner; and
Joan Heimberger.
Planning Commission
Members Present: Gordon Hanson; David Schneider; Maureen Scaglia; and Eric Mayo.
Planning Commission
Members Not Present: Jeffrey Karr; Kim Houle; Kyle Hartnett; Jeffrey Walz; and Greg Van Sickle.
Staff Present:
Bruce Nordquist, Housing and Redevelopment Manager; and Nancy Gibbs,
City Clerk.

Stephanie Erickson, Elizabeth Steranko and Christian Rummelhoff of the University of
Minnesota Capstone Workshop, introduced themselves and explained their involvement in the Penn
Avenue Study. The students asked what the City Council, Housing and Redevelopment Authority
and Planning Commission saw as positives for the area. They then asked what they saw as
challenges for the Penn Avenue area.

The group all agreed they would like to see something unique in the Penn Avenue project,
something that will draw people to the area. They would like to see some mixed use, not all retail but
possibly some light industrial.
The students will prepare a timeline and work plan from these suggestions and meet with
group in early April.
The meeting was adjourned by unanimous consent at 6:52 p.m.
