01-31-1994 JointCITY OF RICHFIELD, MINNESOTA JOINT MEETING OF THE RICHFIELD CITY COUNCIL AND THE RICHFIELD SCHOOL BOARD January 31, 1994 CITY COUNCIL MEMBERS PRESENT: Martin Kirsch, Mayor; Michael Sandahl; Susan Rosenberg; Russ Susag; and Don Priebe. CITY STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; and Jack Erskine,Public Safety Director. SCHOOL BOARD MEMBERS PRESENT: David Steenson, Nancy Rowley, Roger Stern, David Lamberger, Vicki Rorie, and Steven Gamble. SCHOOL DISTRICT STAFF: Lowell Larson, Superintendent of Schools; Dennis Laingen, Director of Curriculum and Instruction; Jerry K~orlien, Director of Personnel and Finance; Bruce Abrahamson, Director of Community Education; Loren Hanson, Business Manager; Richard Walker, Director of Buildings and Grounds; and Judy Miller, Secretary to the Superintendent. The point meeting between Richfield City Council and Richfield School Board began at 5:30 p.m. Item #1 DISCUSSION OF SEARCH INSTITUTE REPORT (SCHOOL] Lowell Larson, Superintendent of Schools, summarized the following two Search Institute Reports: ~ The Troubled Journey: A Profile of American Youth * Healthy Communities - Healthy Youth: How Communities Contribute to Positive Youth Development City Manager Prosser indicated that the Visions 2004 group will be hosting a discussion of these reports by Mr. Dale Blyth of the Search Institute on March 5. Mr. Prosser and Mr. Larson discussed the community effort ideas which can make a difference for the youth in the community. Joint Meeting Council/School Minutes -2- January 31, 1994 [1 Item #2 REVIEW OF SCHOOL DISTRICT ACTIVITIES (SCHOOL) Dick Walker, Director of Buildings and Grounds, gave a status report on the School District remodeling and renovation projects. Dennis Laingen, Director of Curriculum and Instruction, reviewed the School District's role as a pilot site for the development of Minnesota graduation requirements and standards. Lowell Larson, Superintendent of Schools, reviewed the necessity for the School District's projected budget cuts. Item #3 DISCUSSION OF IMPACT AID (CITY) City Manager Prosser reviewed the estimated loss of revenues due to the New Ford Town/Rich Acres buyout as $50,000 for the City and $350,000 for the School District. He reviewed the Legislative initiatives which would provide State impact aid to the City and School District. Mr. Prosser suggested members contact Legislators to ask them to support this legislation. Item #4 UPDATE REGARDING TRANSPORTATION ISSUES (CITY) Community Services Director Fondrick gave a status report onthe following issues: • 77th Street Reconstruction Project • I-35W Interim Third Lane Project • I-494 Reconstruction Planning and Design • Water Plant Modification and Renovation Project City Manager Prosser reviewed the status of the interest of a developer in redeveloping the 77th Street, Lyndale to Girard Avenue area as a retail "power center". Item #5 UPDATE REGARDING SCHOOL LIAISON OFFICER PROGRAM (CITY) Public Safety Director Erskine gave a report on the status, content, and impact of the School Liaison Officer Program.
