STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Jack Erskine, Public Safety Director; Donald Fondrick, Community - Services-Director; Byron Wallace, Community Development Director. The meeting was called to order by Mayor Kirsch at 7:02 p.m. Item #I DISCUSSION OF WATER/SEWER CERTIFICATION PROCEDURES AND PENALTIES, S. S. LETTER NO. 25 City Manager Prosser reviewed Study Session Letter No. 25. regarding water/sewer certification procedures and penalties. Administrative Services Director Devich reviewed the City's current system of assessing penalties~to delinquent water and sewer accounts. He summarized a survey of penalties used in neighboring communities. Council Member Priebe stated concern that the penalty be sufficiently punitive to discourage people from allowing certification in order to delay payment. City Manager Prosser reviewed issues related to the certification process and the utility billing system. Discussion followed regarding the impact of different penalty assessments. Administrative Services Director Devich stated that he would prepare~a Council Memorandum which will illustrate the impact of different penalty scenarios on several examples of residential and commercial utility accounts. Item #II DISCUSSION OF STATUS OF COMMUNITY APARTMENT PROGRAM INITIATED BY HOUSING AND REDEVELOPMENT AUTHORITY, S. S. LETTER NO. 26 e City Manager Prosser reviewed Study Session Letter No. 26 . regarding initiation of the Community Apartment Program (CAP) by the BRA. City Council Study Session -2- October 4, 1993 Public Safety Director Erskine reviewed the role of the Public Safety Department in the program stressing the importance of being a resource and catalyst for apartment owners, managers and tenants. City Manager Prosser discussed the building debt problems that some apartment owners are experiencing and the human service needs of apartment tenants. - Discussion followed regarding issues related to tenant selection. - Community Development Director Wallace reviewed the Project for Pride in Living/Affordable Suburban Housing tasks and timeline. Item #III DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATEp ISSUES, S. S. LETTER NO. 27 City Manager Prosser reviewed Study Session Letter No. 27 summarizing the status of the following airport issues: • New Ford Town and Rich Acres Acquisition • MAC Part 150 Sound Insulation Program • Runway 4-22 Extension Environmental Impact Statement (EIS) Redrafting ' • North-South Runway • FAA Capacity_Study - • Governor's Dual Track Task Force It was the consensus of the Council that the City's airport consultant Hob Collette should review the redrafted Runway 4-22 EIS when it becomes available and assist with the City's response.
