and Michael Sandahl (arrived at 6:10 p.m.).
STAFF PRESENT: James Prosser, City Manager; Steven Devich,

Ferber, City Clerk; and Larry Miller,
Hennepin County Principal Appraiser.
The meeting was called to order by Chairperson Kirsch at 5:30
p.m.
APPROVAL OF MINUTES
M/Priebe, S/Susag to approve the minutes of the Richfield
Board of Review Meeting of May 3, 1993.
Motion carried 6-0.
RECONVENING OF THE 1993 LOCAL BOARD OF REVIEW. C.L. NO. 140
City Manager Prosser reviewed Council Letter No. 140
regarding the reconvening of the 1993 Board of Review.
Item #1 APPEAL OF JOHN GLENNON, 2000 WEST 76TH STREET,
P.I.D. 33-028-24-32-0014.
Larry Miller, Hennepin County Principal Appraiser, stated
that he had reviewed this property and recommended that the 1993
Estimated Market Value be reduced from $101,000 to $95,000. He
stated that Mr. Glennon concurred with this determination.
M/Priebe, S/Susag to reduce the Estimated Market Value of
the property located at 6804 Fourth Avenue, P.I.D. 27-028-24-44-
0068 from 5101,000 to $95,000.
Motion carried 6-0.

Item #2 APPEAL OF SERER KLEVEN, 6930 JAMES AVENUE SOUTH,
P.I.D. 28-028-24-34-0161.
Seber Kleven, 6930 James Avenue South, appealed the
Estimated Market Value of this property on the basis of the
Estimated Market Value of comparable properties at 6938 James and
6926 James.
Larry Miller, Hennepin County Principal Appraiser, presented
data on the subject property and comparable properties in support
of the assessor's determination of an Estimated Market Value of
5129,000.
M/Emond, S/Susag to sustain the assessor's determination of
$129.000 as the Estimated Market Value of the property located at
6930 James Avenue South, P.I.D. 28-028-24-34-0161.
Motion carried 6-0.
Item #3 APPEAL OF JOHN GLEASON, 6900 BLAISDELL AVENUE SOUTH,
P.I.D. 27-028-24-34-0033.
Larry Miller, Hennepin County Principal Appraiser, indicated
that Mr. Gleason could not appear this evening because he was
called out of town. Mr. Miller presented data on the subject
property and comparable properties in support of the assessor's
determination of an Estimated Market Value of 5104,000.
M/Susag, S/Erickson to sustain the assessor's determination
of 5104,000 as the Estimated Market Value of the property located
at 6900 Blaisdell Avenue South, P.I.D. 35-028-24-12-0039.
Motion carried 5-1. (Priebe opposed)
Item #4 APPEAL OF ERWIN STOBBE, 7600 CEDAR AVENUE SOUTH,
P.I.D. 35-028-24-44-0025.
Erwin Stobbe, 7600 Cedar Avenue South, appealed the
Estimated Market Value of this property based on the comparison
to other apartment properties he owned. He requested that the
value be increased from the $425,000 set by the assessor. Mr.
Stobbe stated that he felt the condition of the building, rent
income, and improvements he has made to the building make it
worth a greater amount. He stated concern that the Estimated
Market Value would be used when the property is ultimately
purchased for 77th Street right-of-way.

Larry Miller, Hennepin County Principal Appraiser, presented
data on the subject property and comparable properties in support
of the assessor's determination of an Estimated Market Value of
5425,000.
The Board extensively discussed the issues related to the
Estimated Market Value of this property.
Board Member Sandahl arrived at this time (6:10).
Discussion followed regarding the general values of
apartment buildings, the past Estimated Market Value of this
property, and the value trends.
M/Susag to increase the Estimated Market Value of the
property located at 7600 Cedar Avenue South, P.I.D. 35-028-24-44-
0025~ from 5425,000 to 5440,000.
Motion failed for lack of a second.
M/Rosenberg, S/Priebe to increase the Estimated Market Value
of the property located at 7600 Cedar Avenue South. P.I.D. 35-
028-24-44-0025 from $425,000 to $510,,000.
Motion carried 6-1. (Susag opposed).

Motion carried 7-0.
