MEMBERS ABSENT: Susan Rosenberg. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Larry Miller, Hennepin County Principal Appraiser; and Craig Lone, Hennepin County Appraiser. The meeting was called to order by Chairperson Kirsch at 7:00 p.m. CONVENING OF THE 1993 LOCAL BOARD OF REVIEW. C.L. NO. 139 City Manager Prosser reviewed Council Letter No. 139 summarizing the Board of Review process. Item #1 APPEAL OF HENRY MATTILA, 6800 FOURTH AVENUE SOUTH, P.I.D. 27-028-24-44-0068. Henry Matilla, 6800 Fourth Avenue South, appealed the Estimated Market Value of this property indicating he felt it was not worth $75,000. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $75,000. M/Susag, S/Emond to sustain the assessor's determination of $75,000 as the Estimated Market Value of the property located at 6804 Fourth Avenue, P.I.D. 27-028-24-44-0068. Motion carried 6-0. Board of Review Minutes -2- May 3, 1993 Item #2 APPEAL OF PAUL NORDSTROM, 1320 WEST 68TH STREET, P.I.D. 28-028-24-42-0009. Jan and Paul Nordstrom, 1320 West 68th Street, appealed the Estimated Market Value of this property based on the age of the house, adjacency to I-35W, uniqueness of the house, and several MLS listed comparable properties. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $124,000. Discussion followed regarding the $19,000 increase in the Estimated Market Value of this property, the purchase of the property by the Nordstrom's in 1990 for $127,800, and the possibility of phasing in the increase over three years. It was noted the Board cannot set future values. M/Susag, 5/Priebe to reduce the Estimated tZarket Value ~f the property located at 1320 West 68th Street, P.I.D. 28-028-24- 42-009 from 5124,000 to 5111,200. Motion failed 3-3. Motion carried 6-0. Item #3 APPEAL OF MRS. IRWIN OLSON, 7038 14TH AVENUE SOUTH, P.I.D. 35-028-24-12-0039. Mrs. Irwin Olson, 7038 14th Avenue South, appealed the Estimated Market Value of this property based on the fact that the value had increased significantly but no improvements had been made to the home, the condition of the property, taxes are too high, and what realtors said the house was worth. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $101,000. Mark Fiedler, 7034 Lake Shore Drive, appealed the Estimated Market Value of this property based on the impact of possible I- 35W expansion and that no changes had been made to the property. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $116,000. M/Priebe, S/Susag to sustain the assessor's determination of 116,000 as the Estimated Market Value of the property located at 7034 Lake Shore Drive, P.I.D. 33-028-24-21-0006. Motion carried 6-0. Item #5 APPEAL OF MRS. FLOYD ANTONSON, 6804 PILLSBURY AVENUE SOUTH, P.I.D. 27-028-24-34-0017. Mrs. Floyd Antonson, 6804 Pillsbury Avenue South,. appealed the Estimated Market Value of this property based on the impact of the condition and appearance of the house next door to the subject property. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $98,000. Discussion followed regarding the impact of the adjacent property on the value of the subject property. It was noted that it appeared that the assessor had taken this into account in determining the Estimated Market Value. M/Sandahl, S/Susag to sustain the assessor's determination of 598,000 as the Estimated Market Value of the Aronerty located at 6804 Pillsbury Avenue South, P.I.D. 27-028-24-34-0017. Michaeline Kvaale, 6237 11th Avenue South, appealed the Estimated Market Value of this property based on the increased value of $11,000 over the last five years and the negative impact of the adjacent Veterans Memorial Park. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessors determination of an Estimated Market Value of $86,000. M/Erickson, S/Sandahl to reduce the Estimated Market Value of the Qroperty located at 6819 Irving Avenue South P.I.D. 28- 028-24-34-0005 from $86,000 to 83,000. Motion carried 6-0. Item #10 APPEAL OF JOHN AND SHARON GLENNON, 2000 WEST 76TH STREET, P.I.D. 33-028-24-32-0014 John and Sharon Glennon, 2000 West 76th Street, appealed the Estimated Market Value of this property on the basis of the negative impact of the 76th Street traffic on the value of the property. It was the consensus of the Board to continue consideration of this appeal to a reconvene date so that additional data can be provided regarding this property. Craig Lone, Hennepin County Appraiser, stated the appellant had asked that the Estimated Market Value be increased by $400 to the 1992 Estimated Market Value. Item #12 APPEAL OF SEBER KLEVEN, 6930 JAMES AVENUE, P.I.D. 28-028-24-34-0161 Seber Kleven, 6930 James Avenue South, appealed the Estimated Market Value of three properties on .the basis of the comparable Estimated Value of 3 other properties adjacent to the subject property. It was the consensus of the Board to continue consideration of this appeal to the reconvene date so that additional data can be provided regarding this property. Item #13 JOHN GLEASON, 6900 BLAISDELL AVENUE SOUTH, P.I.D. 27-028-24-34-0033 1 John Gleason, 6900 Blaisdell Avenue South, appealed the Estimated Market Value of this property based on the increase of $15,400 from the 1992 Estimated Market Value and drainage problems. It was the consensus of the Board to continue consideration of this appeal to the reconvene date so that additional data can be provided regarding this property. Board of Review Minutes -7- May 3, 1993 Item #14 APPEAL OF PAUL HANSON, 7243-45 18TH AVENUE SOUTH, P.I.D. 35-028-24-14-0063 Paul Hanson, 7243-45 18th Avenue South, appealed the Estimated Market Value of this property based on flooding problems, crime problems, and the fact that he had not received soundproofing which he thought he would when he bought the property. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of 595,500. Mr. Miller read a report from the Hennepin County Appraiser Lone stating that Mr. Hanson had allowed the rental side of the duplex to be appraised but had refused to allow entrance into the owner's side. Board Member Priebe suggested that this appeal could be continued to the reconvene date. Board Member Sandahl noted that since Mr. Hanson had refused access to the assessor, further appraisal information could not be attained. Mr. Hanson stated he would let no one into his castle. It was the consensus of the Board to continue consideration of this appeal to the reconvene date so that additional data can be provided regarding this property. Paul Carlson, Planned Investments, owners of the following apartment. buildings: 6301, 6313, 6321, and 6329 Pleasant Avenue; 200 West 65th Street; 212 West 65th Street; and 7420 Penn Avenue, appealed the Estimated Market Value of these properties based on the sale of the properties across the street at 6227 and 6327 Pleasant Avenue and on income/expense data. Larry Miller, Hennepin County Principal Appraiser, presented data on the subject property and comparable properties in support of the assessor's determination of an Estimated Market Value of $24.x!., 000 each for 6301, 6313, 6321, and 6329 £~leasant Avenue; $200,000 each for 200 West 65th Street and 212 West 65th Street; and 5240,000 for 7420 Penn Avenue. Discussion followed regarding capitalization methodology and income/expense data.
