04-05-1993 Study Session. CITY OF RICHFIELD, MINNESOTA . CITY COUNCIL STUDY SESSION April 5, 1993 MEMBERS PRESENT: Martin Kirsch, Mayor; Susan Rosenberg; Russ Susag; and Don Priebe. MEMBERS ABSENT: Michael Sandahl. STAFF PRESENT: James Prosser, City Manager; Thomas Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; Jack Erskine, Public Safety Director; William Fillmore, Liquor Operations Director; Betsy Christensen, Health Administrator; Larry Miller, Hennepin County Principal Property Appraiser; and Diane Anastos, Associate Planner. The meeting was called to order by Mayor Kirsch at 7:10 p.m. Item #I DISCUSSION OF COMPREHENSIVE PLAN REVISION PROCESS. S.S. LETTER NO. 11 City Manager Prosser reviewed Study Session Letter No. 11 regarding a proposed process to revise the current comprehensive plan. The process would include a steering committee of a variety of community groups, a community issues forum, development of goals and objectives, and presentation of a working draft of the comprehensive plan. It was the consensus of the City Council that staff should proceed to develop the comprehensive plan revision process as outlined. Item #II PRESENTATION OF ADVISORY BOARD OF HEALTH 1992 ANNUAL REPORT Carlene Ulmer, Chair of the Advisory Board of Health, presented and summarized the Advisory Board of Health 1992 Annual Report. Board Members Kevin Keller, Jean Spencer, Jane Myre, Mary Jane Markkula, Michael Sehrenk, Carole Hippie, and Bill Swanson were in attendance to discuss the current initiatives of the Board. Council Member Priebe suggested that the Council consider funding for the Health Fair as requested by Jane Myre. Council Member Susag asked if this activity was eligible for CDBG funding. City Manager Prosser stated he would review whether it is eligible for CDBG grant funding. Study Session Minutes -2- April 5, 1993 Item #III DISCUSSION OF 1993 BOARD OF REVIEW PROCEDURES. S.S. LETTER N0. 7 City Manager Prosser reviewed Study Session Letter No. 7 regarding the 1993 Richfield Board of Review meeting scheduled for May 3 at 7:00 p.m. Larry Miller, Hennepin County Principal Property Appraiser, reviewed and answered questions regarding the following Local Board procedures and issues: • Reevaluation areas by assessment year • Computer review of-sales • Property assessment procedures/methodology • Market to sales ratios • Market to sales ratio bell curve • Comparable sales data • T.I.F. minimum assessment agreements • New Ford Town/Rich Acres market values • Airport impact • Appeal process • Residential, commercial, multifamily residential and industrial market value trends Lawrence Wozniczka, 6744 Wentworth Avenue, stated concern that the school board and City be aware that the reduction of the values of commercial properties and apartments would mean increased burdens for residential homeowners. Item #IV DISCUSSION REGARDING THE PHILOSOPHY OF COMMUNITY ORIENTED POLICING. S.S. LETTER NO. 8 Public Safety Director Erskine reviewed the concept of Community Oriented Policing (C.O.P.). He stated that C.O.P. is a philosophy by which the City seeks solutions to problems rather than dust reacting to them. The philosophy involves working with the community to achieve results, as well as empowering employees and customers to enable them to accomplish goals without bureaucratic road blocks. Lawrence Wozniczka, 6744 Wentworth Avenue, asked if C.O.P. would require additional staff. Public Safety Director Erskine responded that the C.O.P. philosophy would utilize existing staff in a different manner but does not require additional staff. Study Session Minutes -3- April 5, 1993 Item #V POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S. LETTER NO. 9 City Manager Prosser reviewed Study Session Letter No. 9 regarding the status of the following airport related issues: • New Ford Town/Rich Acres Acquisition The local FAA office has reviewed the preapplication package for the project and recommended that the MAC should revise the funding schedule to provide for a longer term for the buyout. Contact has been made with federal representatives regarding revising the funding schedule to provide for the buyout. George Szafranski, 6324 19th Avenue, New Ford Town/Rich Acres Neighbors Advisory Committee, reviewed his contacts with local FAA officials regarding the funding for the buyout. • FAA Part 150 Program Associate Planner Anastos reviewed the status of -the 1993 soundproofing construction projects on homes in Richfield. • Revised MSP Noise Contour Map The MAC is developing a new noise contour map for MSP without the proposed runway 4-22 extension. This new contour map will shift future community funding levels for the Part 150 insulation program. • Proposed Airport Legislation Two different bills have been introduced regarding expanding the Metropolitan Airports Commission. The Garcia/Riveness bill would expand the MAC to include a representative of cities in the Ldn65 contour as identified in MAC's noise compatibility program. The Skoglund/Ranum bill would expand MAC representation to include one representative for every 5000 residents in the community living in the Ldn65 contour as identified by the MAC's noise compatibility program. George Szafranski reviewed the differences in the bills and his contact with Senator Ranum. After discussion, it was the consensus of the City Council that the Garcia/Riveness bill was more advantageous to the City of Richfield and that the City Manager should contact Senator Ranum about dropping her bill to support the Garcia/Riveness bill. Study Session Minutes -4- April 5, 1993 • Study of Unacceptable Aircraft Noise Levels in Schools Senator Riveness and Representative Mahon introduced legislation to require the MAC to conduct a study of aircraft noise levels in school classrooms and report back to the Legislature in 1994. Council Member Priebe noted that the MAC or the City could do such measurement without legislation. • State Impact Aid to Local Communities Legislation was introduced that would replace a portion of the taxes lost because of property acquired due to state or metropolitan agency capital projects. • Legislative Auditor's Report The Legislative Auditor will review the findings of the report with the Bloomington City Council on April 12. • Airport Communications Strategy Jill Schulz is evaluating Richfield's current airport ~;omm~anicati©ns plan. • MSP Noise Budget Review The MAC will be adopting a new noise budget strategy. Item #VI DISCUSSION OF I-35W TRAFFIC CORRIDOR, 77TH STREET ROADWAY IMPROVEMENTS AND OTHER TRANSPORTATION/TRAFFIC ISSUES. S.S. LETTER N0. 10 Community Services Director Fondrick reviewed the status of the following traffic issues: • 77th Street Project A watershed boundary change is in the process for the Wood Lake basin as a result of the proposed storm sewer system improvements that are a part of the 77th Street Project. Community Services Director Fondrick reviewed the impact on the Wood Lake Nature Center and how the water level in Wood Lake will be affected by the storm sewer improvements. He also reviewed the status of the bid and construction schedule for the roadway improvements. Study Session Minutes -5- April 5, 1993 • I-35W Corridor MnDot anticipates bidding the I-35W interim third lane from Highway 13 to 76th Street project this year. A high speed bus transit option is also being explored to utilize the third lane. Bridge repairs will be made in the I-35W/62 Commons area this summer which may result in a spillover of traffic onto local streets during construction.
