02-08-1993 Joint 1 CITY OF RICHFIELD, MINNESOTA JOINT MEETING OF THE RICHFIELD CITY COUNCIL AND THE RICHFIELD SCHOOL BOARD February 8, 1993 CITY COUNCIL MEMBERS PRESENT: Martin Kirsch, Mayor; Michael Sandahl; Susan Rosenberg; Russ Susag; and Don Priebe. CITY STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Ferber, City Clerk; Donald Fondrick, Community Services Director; William Fillmore, Liquor Operations Director; Jack Erskine, Public Safety Director; and Corrine Heine, Acting City Attorney. SCHOOL-BOARD MEMBERS PRESENT: David Steenson, Chair; Nancy Rowley, Vice Chair; Roger Stern, Treasurer; David Lamberger, Clerk; Milt Westlund, Director; and Steven Gamble, Director. SCHOOL DISTRICT STAFF: Lowell Larson, Superintendent of Schools; Dennis Laingen, Director of Curriculum and Instruction; Jerry K~orlien, Director of Personnel and Finance; Bruce Abrahamson, Director of Community Education; Loren Hanson, Business Manager; Richard Walker, Director of Buildings and Grounds; Robert Nelson, Director of Information Systems and Research; Judy Miller, Secretary to the Superintendent; Dick Maas, High School Principal; and Lynda Gault, Director of Special Programs. The meeting was called to order by Mayor Kirsch at 5:36 p.m. recruiting the Richfield High School students who were appointed to City commissions. The Mayor also acknowledged the student delegation which is currently visiting Richfield's Sister City Heredia, Costa Rica. Mayor Kirsch acknowledged the assistance of Dick Maas in Item #1 DISCUSSION OF RICHFIELD SCHOOL DISTRICT BOND ISSUE Superintendent of Schools Lowell Larson reviewed and summarized the following information regarding the School District's proposed bond issue: * School district enrollment size and projections * Reasons for seeking approval at this time Jt. Council/School Meeting Minutes -2- February 8, 1993 * Scope of the proposed renovation work * Scope of the proposed remodeling work * Scope of the proposed technology work * Project cost summary * Assessed valuation of Richfield homes * Tax impact on residential properties * Timelines for conduct of Bond Referendum Election Mr. Larson responded to questions from Council Member Priebe regarding state funding for capital costs. Item #2 DISCUSSION OF MAINTAINING CONFIDENCE IN RICHFIELD City Manager Prosser and Superintendent Lowell Larson reviewed concerns about the Star Tribune article reporting the demise of Richfield. Mr. Prosser noted that the paper did not report that Richfield is not a dying community, but rather a changing community which is actively planning and shaping its future. Mr. Prosser and Mr. Larson have scheduled a meeting with community leaders on February 17 regarding responding to this issue. Item #3 DISCUSSION OF IMPACT OF GOVERNOR'S BUDGET PROPOSAL City Manager Prosser reviewed the impact of the Governor's Budget proposal which could result in the loss of $125,000- 5250,000 of revenue to the City. Superintendent Larson reviewed the impact of the Governor's Budget which could result in the loss of 5200,000 of revenue to the School District. Item #4 DISCUSSION OF LEGISLATION REGARDING LOST PROPERTY TAXES The City~has proposed legislation to reimburse the City and School District for loss of tax base for property acquired for public purposes.
