STATE BUILDING PERMIT SURCHARGE Discussion was held regarding the Governor's Budget proposal, the LGA formula, the School/City Airport Aid proposal, airport noise measurement techniques used to determine noise abatement eligibility for schools, the Myron Orfield Bill, street maintenance utility enablement legislation, and shared intergovernmental services. Lawrence Wozniczka, 6744 Wentworth Avenue, stated his concerns about due process and citizen input regarding the legislative policies. He stated opposition to the street maintenance utility idea and advocated that the City maintain ownership of the New Ford Town/Rich Acres for redevelopment. Item #II DISCUSSION REGARDING I-35W TRAFFIC CORRIDOR STUDY AND RELATED ITEMS. S.S. LETTER NO. 2 Community Services Director Fondrick reviewed the possible interim improvements to I-35W which would add an HOV designated third lane between Highway 13 in Burnsville to 46th Street in Minneapolis. Discussion followed regarding funding, right-of- way, mass transit options, and bridge reconstruction related to these interim improvements. Mr. Fondrick also reviewed a ring road design concept being considered by MnDOT for the I- 35W/Highway 62 commons area which could provide full access and less taking of homes. Item #III POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S LETTER N0. 3 City Manager Prosser reviewed Study Session Letter No. 3 regarding the .status of the following policy and strategy recommendations for airport related issues: • Northwest Airlines Financial situation and impacts on the dual track process • New Ford Town/Rich Acres Acquisition • FAA Part 150 Sound Insulation Program • FAA Capacity Task Force • Proposed Airport Legislation • Proposal to review the airport communications strategy Study Session Minutes -4- February 1, 1993 Lawrence Wozniczka, 6744 Wentworth Avenue, expressed concerns about the City°s goals related to airport strategy and its impact on the City as a whole. City Manager Prosser responded by reviewing the City's airport strategy and communication efforts. Discussion followed regarding the effectiveness of communications regarding airport issues. It was the consensus of the Council that an evaluation of the current airport communications plan be arranged. Item #IV DISCUSSION OF FEASIBILITY OF REQUIRING CONSTRUCTION OF A GARAGE WITH ALL NEW SINGLE FAMILY HOMES. S.S. LETTER NO. 4 City Manager Prosser reviewed Study Sessi©n Letter N©. 4 regarding the feasibility of requiring the construction of a garage with all new single family homes. Ilu Council Member Priebe stated that requiring garages would on balance make for a better looking community. He suggested a compromise that would require garages for houses of a market value over $100,000 and not require garages for the low/moderate income program homes under that value. Council Member Sandahl stated he could support that compromise, but noted that most home owners add a garage within five years. Council Member Rosenberg stated she did not support mandating a garage because it would discourage lower income buyers. HRA Commissioner Helmberger stated that the Vo-tech program was targeted to help low/moderate income families, therefore, garages were not included but that all the Richfield Rediscovered homes had garages. Council Member Susag stated he did not support mandating garages. Mayor Kirsch stated he supported continuing the existing policy. Study Session Minutes -5- February 1, 1993 Item #V DISCUSSION OF CITY POLICY CONCERNING ATTENDANCE AT OUT OF STATE CONFERENCES AND SEMINARS. S.S. LETTER NO. 5 City Manager Prosser reviewed Study Session Letter No. 5 suggested a formula to establish a limited out of state travel policy for staff and Council on the following basis: Position Out of S tate Triers Permitted Mayor One each year Council Member One every other year City Manager One every other year Department Director One every other year Division Head One every third year 1 r ~ ~~ It was the consensus of the Council that an out of state travel policy be developed utilizing these guidelines.
