CITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCIL MEETING September 1, 1992 MEMBERS PRESENT: Martin Kirsch, Mayor; William Bullock; and Kristal Stokes. MEMBERS ABSENT: Ivan Ludeman and Michael Sandahl. STAFF PRESENT: James Prosser, City Manager; Thomas Ferber, City Clerk; Steve Devich, Administrative Services Director; Donald Fondrick, Community Services Director; Jack Erskine, Public Safety Director; Byron Wallace, Community Development Director; William Fillmore, Liquor Operations Director; and Bridget Walstrom, Finance Manager. The meeting was called to order by Mayor Kirsch at 7:00 p.m. Item #1 CONSIDERATION AND DISCUSSION OF 1992 REVISED/1993 PROPOSED BUDGET, 1993 PRELIMINARY PROPERTY TAX LEVY AND TRUTH-IN-TAXATION HEARING DATES. C.L. NO. 207 City Manager Prosser reviewed Council Letter No. 207 regarding the 1992 Revised/1993 Proposed budget and proposed 1993 Preliminary Tax Levy. He stated that the proposed budgets generally provided a continuation of approximately the same level and mix of services for the community. The City Manager stated this could occur with a proposed 4$ tax levy increase. He highlighted the creation of the Recreation Enterprise Fund and the impact of the new state law requiring cities to pay sales tax. Administrative Services Director Devich presented and summarized a series of graphics regarding the following: • Tax capacity analysis - Richfield tax capacity has declined • Property Tax Levy Change - Proposed 4$ increase for 1993 • Proposed Property Tax Change Comparison - Richfield's proposed change is less than most Cities • Expenditure History • Revenues/Expenditures - proposed balanced budget • General Fund • Full Time Employees • Distribution of Revenues • Distribution of Expenditures • Tax Capacity Comparison with Other Tax Jurisdictions • Special Assessment Debt Service Special Meeting Minutes -2- September 1, 1992 City Manager Prosser stated that the City had utilized a conservative strategy consisting of cost effectiveness, shifting activities to enterprise funds from the General Fund, reimbursing the General Fund for expenses, and maintaining service levels in order to stabilize the budget. City Manager Prosser reviewed the Legislative/Executive Department budget indicating no mayor changes. Administrative Services Director Devich reviewed the Administrative Services Department budget. He highlighted that the Tourism Division activities were transferred to the Special Revenue Fund and that increased election costs were related to redistricting, the new Presidential Primary, and the 1992 Presidential General Election. Public Safety Director Erskine reviewed the Public Safety Department budget. He reviewed the community oriented policing concept initiatives, neighborhood empowerment efforts, intergovernmental cooperative training initiatives, and quality service efforts. He reviewed the status of the dispatch function indicating a c®ntinu®d expl©ration of alternatives. Mr. Erskine reviewed the police operations deployment of personnel and the status of the housing maintenance inspection program. Community Development Director Wallace reviewed the Community Development Department budget. He indicated new initiatives to update the zoning ordinance and comprehensive plan have begun. He reviewed the status of redevelopment initiatives, 77th Street property purchases, the Richfield Rediscovered Program, and the Section 8 Program. Community Services Director Fondrick reviewed the Community Services Department budget. He summarized the impact of the 77th Street Project and funding on the department. Mr. Fondrick stated that the seal coating program had been deferred in 1993 and that funding alternatives for future street maintenance would need to be explored. He stated that City funding for the Fourth of July firework display had been eliminated. He reviewed the impact of the sales tax and higher electric rates on the department budget. Liquor Operations Director Fillmore reviewed the Liquor Operations budget. Administrative Services Director Devich reviewed the water, sanitary sewer, and storm sewer funds discussing proposed rate increases and their relationships to fund coats. He presented a comparison to other communities which showed Richfield's rates are very low. He noted that Metropolitan Waste Commission charges have increased dramatically and the State has imposed a $5.21 per water customer charge for water testing. .] Special Meeting Minutes -3- September 1, 1992 Community Services Director Fondrick reviewed the new Recreation Fund which now consists of the ice arena, swimming pool, golf course and miniature golf course activities. City Manager Prosser reviewed the Capital Improvement Budget stating that the 5300,000 transfer from the Special Revenue Fund for parks would remain undesignated at this time. City Manager Prosser summarized and completed the comprehensive review of the proposed budgets and 1993 property tax levy. Council Members Bullock and Stokes stated concerns about adopting the preliminary tax levy without the input of Council Members Ludeman and Sandahl who were not present. City Manager Prosser stated that the City Council could schedule adoption of the 1993 Preliminary Tax Levy for the September 14 City Council meeting; however, action at that meeting would be required because the deadline for submittal to Hennepin County is September 15. It was the consensus of the City Council to schedule consideration of official action on adoption of the 1993 Preliminary Tax Levy, proposed 1992 Revised/1993 Proposed Budget, and proposed dates for the Truth-in-Taxation public hearing for the September 14, 1992 regular City Council Meeting.
