08-03-1992 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION August 3, 1992 MEMBERS PRESENT: Mayor Martin Kirsch; William Bullock; and Kristal Stokes. MEMBERS ABSENT: Ivan Ludeman, Michael Sandahl. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Jack Erskine, Public Safety Director; and Bill Weaver, City Planner. The meeting was called to order by Mayor Kirsch at 7:00 p.m. Item #I RECEIVE AND REVIEW METROPOLITAN COUNCIL VISION. S.S. LETTER N0. 32 Sondra Simonson, Richfield/Bloomington Representative to the Metropolitan Council, reviewed the following six mayor categories of the Metro Council Year 2015 Vision and Goals draft document: 1) Regional Economy 4) Telecommunications 2) Governance 5) Education 3) Transportation 6) Quality of Life She stated that the Metropolitan Council would conduct a Town Meeting on September 2 for discussion and input regarding the Metro 2015 Vision and Goals. Council Member Bullock stressed the importance of maintaining the autonomy and independence of cities to provide services and to respond to airport/transportation issues. He stated that the MTC needed to focus on customer service to maintain ridership. Mr. Bullock also commented on education issues. Metropolitan Council Member Simonson stated that the Met Council saw it's role as providing leadership in broad policy issues, coordination and planning; not as a provider of services. Council Member Stokes noted the interdependence of issues such as daycare which impacts fobs, economics, and transportation. Lyall Schwarzkopf, Met Council staff, invited further written comments to be submitted regarding the Metro 2015 Prod ect . Lawrence Wozniczka, 6744 Wentworth Avenue, suggested that more emphasis be placed on health and prison issues and less emphasis on economic issues. Study Session Minutes -2- August 3, 1992 Item #II DISCUSSION WITH FOURTH OF JULY COMMITTEE REGARDING FUTURE FUNDING FOR FOURTH OF JULY ACTIVITIES. S.S. LETTER N0. 33 Fourth of July Committee Members present for this item: Paul Kaiser, Gary Groen, Rodell Kopesky, Bob Houlton, and Joanne Wilmes. City Manager Prosser reviewed Study Session Letter No. 33 regarding future funding for the Fourth of July activities. Paul Kaiser, Fourth of July Committee Chair, stated concern that the loss of funding for the fireworks display could lead to the end of the Fourth of July celebration. He requested that the City assist the Committee to find funding for the fireworks. Gary Groen, Committee Treasurer, reviewed current fund- raising net profits of approximately $16,000 from button sales, donations, sponsorships, garage sales, concession fees, and softball tournaments. City Manager Prosser indicated that the City could assist the Committee to jointly identify and bring together a group of businesses who may be willing to provide collaborative sponsorship for the fireworks and other activities. Jean Fox, 6616 Sheridan Avenue, suggested that a collaborative fund-raising committee to represent all community events could be more effective than each group separately contacting businesses. Discussion followed regarding parade unit sponsorships and corporate funding. It was the consensus of the group that the Committee and staff work together in identifying and seeking corporate funding for portions of the Fourth of July celebration. Item #III POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S. LETTER NO. 34 City Manager Prosser reviewed the status of the following airport policy issues: • New Ford Town/Rich Acres Acquisition MAC has hired consultants to prepare documentation and an Environmental Assessment of the buyout. Representatives from the New Ford Town/Rich Acres Neighbors Advisory Committee and City staff met with MAC staff on Wednesday, July 29 to review the schedule for the acquisition. Study Session Minutes -3- August 3, 1992 City staff continues to meet with legislators to discuss tax loss replacement for the buyout. • Part 150 Program City Planner Weaver indicated that the bid process and specifications resulted in bids which were higher than expected. The specifications are being revised for rebidding which will delay the implementation of the project. The Center for Energy and the Urban Environment (CEDE) sent a letter to the 28 Richfield residents participating in the sound insulation program in 1992 to inform them of the situation and to invite them to a public information meeting scheduled on Thursday, August 6 at 7:00 p.m. in the Richfield City Hall Council Chambers. At the meeting, representatives from the City of Richfield, MAC and CEDE will update the residents of the current status of the program and changes that will need to be made. The MAC estimates that the City of Richfield will be allotted $1.2 million in Part 150 funds for the 1993 phase of the Sound Insulation Program. This will allow the insulation of approximately 60 homes in Richfield. • Draft EiS for Proposed Extension of Runway 4-22 The FAA received the comments submitted by the City regarding the Draft EIS on the proposed MAC runway project. In response, the director of the FAA's Midwest Regional Office in Chicago scheduled a meeting on Friday, August 21 with City Manager Prosser and Steven Pflaum, legal counsel assisting the City in preparing the comments. • MSP Symposia The Richfield and Bloomington city staff and chamber of commerce representatives continue to develop plans for a seminar series on the future of MSP airport. The staff from both cities are currently identifying private funding sources for the project and will be contacting these sources for funds. MISCELLANEOUS DISCUSSION • City Manager Prosser reviewed the request of Hope's Chow Mein for reconsideration of an amended conditional use permit and fee waiver. City Council determined that the Planning Commission will have to conduct a public hearing on the amended request prior to Council consideration. The Council will also consider the fee waiver request at the time of consideration before the Council. Study Session Minutes -4- August 3, 1992 • City Manager Prosser reviewed the concerns of residents along 76th Street between Xerxes Avenue and Penn Avenue regarding bus/truck traffic, stop sign enforcement, and pavement condition. • City Manager Prosser stated the Council had been asked to fudge the baking contest at the Cattail Days event. • Council Member Bullock discussed the regulation of balloon displays related to car dealers. • Mayor Kirsch announced a delegation from Heredia, Costa Rica will be arriving in September. • Administrative Services Director Devich reviewed the tentative schedule for Budget workshops and adoption of a Preliminary Tax Levy.
