SPECIAL CITY COUNCIL MEETING
June 15, 1992
MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael
Sandahl; William Bullock; and Kristal Stokes.
STAFF PRESENT: James Prosser, City Manager; Thomas Ferber,
City Clerk; and John Dean, City Attorney.
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
Item #I PUBLIC HEARING AND SECOND READING OF AMENDMENT TO CITY
CHARTER. C.L. N0. 143
City Manager Prosser reviewed Council Letter. No. 143
regarding second reading of a proposed ordinance to amend the
City Charter relating to the process to fill vacancies on the
City Council.
Thomas Ticen, Charter Commission Chair, presented the
recommendation of the Commission that the City Council adopt-the
charter amendments. He stated that the ordinance format/text
revisions drafted by the City Attorney were sent to the Charter
Commission members. Mr. Ticen stated that the changes were not
substantive and only one member expressed concern.
Lawrence Wozniczka, 6744 Wentworth Avenue, asked if the
changes had been made after the hearing notice publication of the
draft ordinance.
City Attorney Dean stated that the draft ordinance is
published prior to the hearing for Charter amendments and that
the changes are for consideration as part of the Second Reading
and public hearing.
Council Member Sandahl stated that the changes were to
clarify the language.
M/Ludeman, S/Stokes to close the public hearina.
Motion carried 5-0.
M/Ludeman, S/Sandahl that this constitute Second Reading of
Bill No. 1992-10 "An Ordinance Relating to City Government:
Amendina the Richfield City Charter", that it be published in the
official newspaper and that it be made part of these minutes.
Motion carried 5-0.
