The meeting was called to order by Mayor Kirsch at 7:00 p.m.
Item #I REVIEW OF RICHFIELD COMMUNITY HUMAN SERVICE PLANNING
COUNCIL ACTIVITIES, PROGRESS REPORT AND PLANNING

Camillo DeSantis, Richfield Community Human Service Planning
Council (RCHSPC), reviewed the following regarding the
reorganized Planning Agency:
A. History of the original structure: strengths and flaws.
B. Current Structure.
C. Reasons for involvement in Human Services.
Jean Fox, RCHSPC, reviewed the following:
MISSION STATEMENT
"The mission of the Richfield Community Human Services
Planning Council is to plan for the use and development of human
services through public education, organizational cooperation,
and needs assessment in a manner that supports and respects
families and individuals and builds a sense of community."

RICHFIELD HUMAN SERVICE PLANNING COUNCIL PRIORITIES
1. Demographic database/Provider aid needs database
2. Identify diversity issues and programs to respond to
this diversity
3. Develop a cohesive local human services council
4. Increase citizen awareness/access of services available
John Boyle, RCHSPC, reviewed the local human service issues
and needs identified by the RCHSPC.
Jeanne Massey, SHeRPA Senior Planner, summarized the
function of the organization as research, planning, and
coordination. She reviewed the regional connection and focus of
the organization.
Item #II DISCUSSION ON EXPANSION OR STATUS QUO OF CHARITABLE
GAMBLING IN CERTAIN LICENSED LIQUOR ESTABLISHMENTS.

City Manager Prosser reviewed Study Session Letter No. 28
regarding charitable gambling in certain licensed liquor
establishments.
Council Member Sandahl indicated that the issues of business
competition and issue of the potential fund-raising for local
organizations are considerations as to the expanding charitable
gambling.
Public Safety Director Erskine indicated that the City
Council could not limit the permits to local organizations. He
stated it is likely that larger organizations such as the
Minneapolis Jaycees and Little Gophers Baseball Organization
would apply.
Council Member Stokes asked what benefit increasing
permitted gambling would have for the community.
City Manager Prosser stated that business competitiveness
and local organization fund-raising are cited as the benefits.
Discussion followed regarding the potential interest of
local organizations. State statutes governing gambling, and the
possibility of imposing a sunset clause if such an ordinance
change is approved.
Bill Snyder, President of the Richfield Chamber of Commerce,
reviewed his perspective of the positive aspects of expanding
this ~-c'tivity.

It was the consensus of the council that staff investigate
the possibility of a sunset provision if the council were to
amend the ordinance to provide expanded charitable gambling
activities, that staff proceed with the statutory housekeeping
update of the existing ordinance, and that the staff report back
to the council at the next study session.
Item #III POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED
ISSOES. S.S. LETTER NO. 29
City Manager Prosser reviewed Study Session Letter No. 29
regarding the following airport issues:
* MAC Draft Scoping Document on the Dual Track Planning Process
Written comments of the City will be submitted to the MAC
on June 4.

* Cramer Resolution
The Steve Cramer Resolution asking the City of Minneapolis
to take legal action to stop the acquisition of New Ford
Town/Rich Acres will be considered by their Ways & Means
Committee.
* Part 150 Program
Implementation has begun in Richfield for 29 homeowners.
* Property Tax Replacement
The City will seek legislation to address this issue.
* New Ford Town/Rich Acres Acquisition
George Szafranski reviewed the Neighborhood Residents
Committee activities.
* Draft EIS for the Proposed Extension of Runway 4-22
The comment period deadline has been extended to July 6,
1992.
* MSP Symposia
Bloomington and Richfield are seeking private funding for
the project.

Item #IV REVIEW OF CITY COMMENTS REGARDING 35W DRAFT E.I.S.

City Manager Prosser reviewed Council Letter No. 30
regarding comments on the 35W Draft E.I.S. stating the City's
position in support of the diamond lane option and strong
opposition to LRT in the Soo Lane right-of-way.
Randy Johnson, Hennepin County Commissioner, reviewed his
concerns regarding the assumptions and conclusions of the 35W
E.I.S. He indicated that the LRT alternative would provide the
necessary extra capacity for future needs.
Discussion followed regarding bus system transit advantages
and disadvantages.
Council Member Bullock suggested that the iawsatha corridor
may be an appropriate alternative for LRT.

corridor for a successful LRT line.
Lawrence Wozniczka, 6744 Wentworth Avenue, summarized
written comments he submitted regarding the 35W E.I.S. regarding
the following isuus:
1. Maintaining access at 66th Street and Lyndale Avenue to
the central business district.
2. Use of the Pleasant Avenue corridor for a pathway.
3. Additional pedestrian and emergency vehicle access across
35W.
COUNCIL DISCUSSION
'~ City Charter Amendment
The public hearing is scheduled for June 15, 1992 at 6:00
p.m. Discussion was held about the language clarity related to
the amendment. City Manager Prosser. stated he would review this
issue with the City Attorney and Charter Commission Chair.

* Martin Costello - Peterson, Bell, Converse & Jensen
City Manager Prosser stated that the City's prosecuting
Attorney, Martin Costello, is leaving the firm of Peterson, Bell,
Converse & Jensen to form his own firm. Mr. Prosser stated the
city could adopt a new retainer agreement with Mr. Costello or
seek other proposals. It was the consensus that Mr. Costello be
retained at this time. Mr. Prosser indicated that the retainer
fee proposed by Mr. Costello is reduced from what is currently
paid.
