The meeting was called to order by Mayor Kirsch at 6:02 p.m.
The 1992 Board of Review was reconvened to consider the appeals
continued from the April 29, 1992 Board of Review meeting.
Item #1 APPEAL OF RAY THARP, 2210 WEST 66TH STREET, P.I.D.
28-028-24-23-0019; 6529 PENN AVENUE, P.I.D.
28-028-24-23-0021.
Larry Miller, Hennepin County Principal Appraiser, reviewed
his analysis of the properties and recommended that the Estimated
Market Value (E.M.V.) of 6529 Penn Avenue be reduced from
5150,300 to $132,800 with no change in the E.M.V. of $9,800 for
2210 West 66th Street.
Ray Tharp appealed the E.M.V. of these two properties based
on land usability, roadway accessability, and building value. He
spoke at length about a 1987 street right-of-way acquisition
which affected the property. He indicated that the land had
value but that the building had no value.
M/Ludeman, S/Sandahl to reduce the Estimated Market Value of
the property located at 6529 Penn Avenue. P.I.D. 28-028-24-23-
0021, from 5150,300 to $125,000.
Motion carried 7-0.
Discussion followed regarding the 2210 West 66th Street
parcel and its relationship to other parcels.
M/Stokes, S/Sandahl to reduce the Estimated Market Value of
the property located at 2210 West 66th Street, P.I.D. 28-028-?.4-
23-0019 from S9 X800 to 57,500.

Item #2 APPEAL OF MARTIN SCHROEPFER, 7632 LOGAN AVENUE,
P.I.D. 33-028-24-33-0018.
Larry Miller, Hennepin County Principal Appraiser, reviewed
his analysis of the property and data on oomparable properties.
He recommended the E.M.V. of this property be reduced from
$103,500 to $100,000.
Martin Schroepfer, 7632 Logan Avenue, appealed the E.M.V. of
this property based on occasional flooding and its location.
M/Bullock, S/Sandahl to reduce the Estimated Market Value of
the property located at 7632 Logan Avenue P.I.D. 33-028-24-33-
0018 from 5103,500 to 5100.000.
Motion carried 7-0.
Item #3 APPEAL OF SEBER KLEVEN, 6930 JAMES AVENUE,
P.I.D. 20~®28~2~1=34=®161.
Larry Miller, Hennepin County Principal Appraiser, reviewed
data on comparable properties recommending that the E.M.V. remain
at $130,500.
Seber Kleven, 6930 James Avenue, appealed the E.M.V. of this
property based on comparison to neighboring properties and that
he thought he paid too much for the property.
M/Erickson, S/Ludeman to reduce the Estimated Market Value
of the property .located at 6930 James Avenue, P.I.D. 28-028-24-
34-Oi61 from 5130,500 to 5125.000.
Motion carried 7-0.
Item #4 APPEAL OF SPENCER JURRENS, 7021 CHICAGO AVENUE,
P.I.D. 35-028-24-21-0050.
Spencer Jurrens, 7021 Chicago Avenue, withdrew his appeal
and did not appear.
M/Ludeman, S/Bullock to sustain the assessor's determination
of 579,200 as the Estimated Market Value of the property located
at 7021 Chicago Avenue, P.I.D. 35-028-24-21-0050

11-0011; 7108 CEDAR AVENUE P.I.D. 35-028-24-11-0014.
Larry Miller, Hennepin County Principal Appraiser, reviewed
data on comparable properties and recommended the E.M.V. of both
properties be reduced from 5198,000 to 5185,000.
Ken Kuk, owner of 7040 and 7108 Cedar Avenue, did not
appear.
M/Ludeman, S/Sandahl to reduce the Estimated Market Value of
the property located at 7040 Cedar Avenue. P.I.D. 35-028-24-11-
0011 from 5198,000 to 5185,000; and to reduce the Estimated
Market Value of the property located at 7108 Cedar Avenue, P.I.D.
35-028-24-11-0014 from 819$,000 to 5185,000.
