CITY OF RICHFIELD, MINNESOTA 1992 RICHFIELD BOARD OF REVIEW MEETING April 29, 1992 MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman, Kristal Stokes, William Bullock, Lawrence Emond; and Glenn Erickson. MEMBERS ABSENT: Michael Sandahl. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Larry Miller, Hennepin County Principal Appraiser; and Craig Lone, Hennepin County Appraiser. The meeting was called to order by Mayor Kirsch at 7:00 p.m. City Manager Prosser summarized the Board of Review process. Item #1 APPEAL OF TERRY BRUDER, 621 EAST 68TH STREET P.I.D. 26-028-24-33-0132 ' Glen Bruder, representing Terry Bruder, appealed the Estimated Market Value of this property submitting supporting data including a Howard Lawrence appraisal of the property. Larry Miller, Hennepin County Principal. Property Appraiser, presented background data supporting the Assessor's determination of an Estimated Market Value of 5110,500. M/Ludeman, S/Bullock to reduce the Estimated Market Value of the property located at 621 East 68th Street, P.I.D. 26-028-24- 33-0132, from 5110,500 to 5106,000. Motion carried 6-0. Item #2 APPEAL OF HUGH WEBER, 7620-16TH AVENUE P.I.D. 35-028-24-44-0015 Hugh Weber, 7620 16th Ave., appealed the Estimated Market Value of this property citing his proximity to the airport and the runway path affect on his property. He said it should be valued at $100,000. Larry Miller, Hennepin County Principal Property Appraiser, presented background data supporting the Assessor's determination of an Estimated Market Value of 5109,800 for this property. Mrs. Weber stated that she thought her neighbor's property recently sold for 520,000 less than their house is valued. Board of Review Minutes -2- April 29, 1992 Mr. Miller stated that the Weber home was the largest in their cul-de-sac and that he was not aware of the data regarding the sale of a neighbor's property. M/Ludeman, S/Stokes to reduce the Estimated Market Value of the property located at 7620-16th Avenue, P I.D. 35-028-24-44- 0015, from 5109,800 to 5105,000. Motion carried 6-0. Item #3 APPEAL OF JANE CONWAY, 7021 OLIVER AVENUE P.I.D. 33-028-24-22-0049 Ms. Conway stated she purchased the home in 1991 for $99,000. She felt that she made a mistake and that the homes on each side of her are comparable but have a lesser Estimated Market Value. Ms. Conway stated that several mayor items in the home needed repair and the home value should be $90-91,000. Discussion followed concerning the repairs needed on the property and the po©r quality of the finished basement. M/Bullock, S/Ludeman to reduce the Estimated Market Value of the property located at 7021 Oliver Avenue, P.I.D. 33-028-24-22- 0049, from 596,500 to 594,000. Motion carried 6-0. Item #4 APPEAL OF DON AND MARY ERICKSON, 7116 CEDAR AVENUE AND 7413 PENN AVENUE, P.I.D. 35-028-24-11-0015 AND 33-028-24-32-0022 Larry Miller, Hennepin County Principal Property Appraiser, recommended that the Board accept reductions as proposed by Mr. Miller and agreed to by the Ericksons. M/Bullock, S/Stokes to reduce the Estimated Market Value of 7116 Cedar Avenue, P.I.D. 35-028-24-11-0015 from $165,000 to 5155,000; and to reduce the Estimated Market Value of 7413 Penn Avenue, P.I.D. 33-028-24-32-0022 from 5240,000 to 5231,000.. Motion carried 6-0. Board of Review Minutes -3- April 29, 1992 Item #5 APPEAL OF RAY THARP, 2210 WEST 66TH STREET, P.I.D. 28-018-24-23-0019 AND 6529 PENN AVENUE P.I.D. 28-028-24-23-0021 Ray Tharp presented a map showing the 1987 taking of property and setback requirements for roadway improvements reflecting a loss of the usable portion of the property. Mr. Tharp suggested an Estimated Market Value of $125,000 for the main piece of property and an Estimated Market Value of $5,800 for the narrow strip of property. Larry Miller Hennepin County Principal Property Appraiser, stated Mr. Tharp did not call to appear at the Board until this afternoon, therefore he had no specific data on the property. Board Members Erickson and Emond requested further data before setting a value on the property. M/Bullock, S/Stokes to continue consideration of this appeal to a reconvene date. Motion carried 6-0. { l Item #6 APPEAL OF MICHAELINE KVAALE, 6327-11TH AVENUE P.I.D. 26-028-24-21-0034 Mrs. Kvaale spoke to the Board describing her Estimated Market Values for the past three years: 1990 - $84,100, 1991 - $87,800, 1992 - $92,700. She indicated that the current value was too high and should be about $90,000 for 1992. M/Ludeman, S/Bullock to reduce the Estimated Market Value of the property located at 6327-11th Avenue_ P.I.D. 26-028-24-21- 0034 from 592,700 to 590,000. Motion carried 6-0. Item #7 APPEAL OF MARTIN SCHROEPHER, 7632-34 LOGAN AVENUE P.I.D. 33-028-24-33-0018 Mr. Schroepher appealed the Estimated Market Value of this property because it is a water collection point for the block which he feels depreciates the land value. Board of Review Minutes -4- April 29, 1992 Larry Miller, Hennepin County Principal Property Appraiser, said he had no data prepared for this property because he was not aware of Mr. Schroepher's appeal. He added that for 1991, all double bungalows were reevaluated. M/Bullock, S/Ludeman to continue consideration of this appeal to a reconvene date. Motion carried 6-0. Item #8 APPEAL OF SEBER T. KLEVEN, 6930 JAMES AVENUE P.I.D. 28-028-24-34-0161 Mr. Kleven appealed the Estimated Market Value of this property. He stated that Estimated Market Value was $124,100 for 1990; $125,500 for 1991; and 130,500 for 1992. M/Ludeman, S/Bullock to continue consideration of this appeal to a reconvene date. Motion carried 6-0. Item #9 APPEAL OF SPENCER JURRENS, 7021 CHICAGO AVENUE P.I.D. 35-028-24-21-0050 Mr. Jurrens stated that he felt the 1992 Estimated Market Value ($79,200) was too much of an increase from the previous year ($75,300). In response to a question from the Board, Mr. Jurrens stated he paid $91,000 for the property in 1991. M/Bullock, S/Stokes to continue consideration of this appeal to a reconvene date. Item #10 APPEAL OF LAWRENCE MOLSATHER, 7226 HUMBOLDT AVEN[JE (BY LETTER) P.I.D. 33-028-24-24-0015 Mr. Miller, Hennepin County Principal_Property Appraiser, read a letter of appeal submitted by Mr. Molsather. Mr. Miller presented data supporting the Assessor's Estimated Market Value. Board of Review Minutes -5- April 29, 1992 M/Ludeman, S/Emond to sustain the Assessor's Estimated Market Value of 596,900 for the groperty located at 7226 Humboldt Ave. P.I.D. 33-028-24-24-0015. Motion carried 6-0. Item #11 APPEAL OF IRVIN OLSON, 7038-14TH AVENUE (BY LETTER) P.I.D. 35-028-24-12-0039 Mr. Miller, Hennepin County Principal Property Appraiser, read a letter of appeal from Mr. Olson regarding the Estimated Market Value. Mr. Olson purchased the property in 1991 for $120,000. Mr. Miller presented data supporting the Assessor's Estimated Market Value of $105,000. M/Ludeman, S/Emond to sustain the Assessor's Estimated Market Value of 5105,000 for the property located at 7038 14th Ave. P.I.D. 35-028-24-12-0039. Motion carried 6-0. 1 Item #12 APPEAL OF KENNETH KUK, 7040 AND 7108 CEDAR AVENUE (BY LETTER) P.I.D. 35-028-24-11-0014 AND 35-028-24-11-0011 M/Bullock, S/Stokes to continue consideration of this appeal to a reconvene date. Motion carried 6-0. ADJOURNMENT M/Bullock, S/Stokes that the Richfield Board of Review reconvene on Monday, May il, 1992 at 6:00 p.m. in the City Council Chambers of Richfield City Hall, 6700 Portland Avenue, to consider the appeals still pending.
