CITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION May 4, 1992 MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael Sandahl; William Bullock; and Kristal Stokes STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; and Jack Erskine, Public Safety Director. The meeting was called to order by Mayor Kirsch at 7:00 p.m. Item #I DISCUSSION CONCERNING REQUEST TO DELETE MINIMUM SQUARE FOOTAGE REQUIREMENT AND MINIMUM MARKET VALUE REQUIREMENT IN ORDINANCE FOR ON-SALE LIQUOR LICENSES ESTABLISHMENTS. S.S. LETTER N0. 24 City Manager Prosser reviewed Study Session Letter No. 24 regarding a request by Paul L. Knudson asking that the City delete the minimum square footage requirement and minimum market value requirement from the on-sale liquor license ordinance. Discussion followed regarding the square footage and minimum market value requirements as they relate to establishments which serve liquor. It was the consensus of the City Council that staff take no action to prepare such an ordinance change and that the existing ordinance provisions were satisfactory. Item #II POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S LETTER NO. 25 City Manager Prosser reviewed Study Session Letter No. 25 regarding the following issues: • MAC Draft Scoping Document on the Dual-Track Planning Process. The MAC held public meetings on the draft scoping document. Council Member Bill Bullock provided testimony on the report at a public meeting held on April 21, 1992. The mayor issues raised by the City included: • No criteria has been established for review of the existing MSP economy if the airport is relocated. • Discussion regarding construction of a new airport must also include discussion of reuse of the MSP site. Study Session Minutes -2- May 4, 1992 • Additional analysis is required regarding proper mitigation for the impact of airport expansion plans proposed in the MSP Long Term Comprehensive Plan. • Results of the FAA capacity study at MSP airport must be received prior to initiating an environmental review of the MSP Long Term Comprehensive Plan. • The issues addressed in the Mendelsohn study should be included as part of the environmental review process of the dual-track study. • The Environmental Quality Board should conduct the environmental review of the dual-track study. City staff will prepare and submit written comments identifying specific issues and concerns that were not addressed in the draft scoping document. s New Ford Town/Rich Acres Acquisition MAC staff met. with the FAA officials in Washington, D.C. regarding the proposed acquisition of the New Ford Town and Rich Acres neighborhoods. The FAA indicated they were familiar with the pr©,jeoi, but slated the ~'AA flail no fu~c~s availak~l® in fiscal year 1992. However, funds from the FAA may be available for fiscal year 1993 to initiate the buyout of the neighborhoods. • Legislative Update • Legislation was approved to require the MAC to allocate specified fund percentages from Passenger Facility Charges (PFC) revenue for noise mitigation projects in communities near the airport. • The Legislative Auditor will be conducting a review of the airport planning process. • Part 150 Program Implementation of the Part 150 Program has begun in Richfield for 30 homeowners selected for sound insulation projects in 1992. • Draft EiS for Proposed Extension of Runway 4-22 The comment period deadline on the draft EIS was extended to May 29, 1992. • MSP Symposia Richfield and Bloomington staff and chamber of commerce representatives continue to develop plans for a seminar series on the future of MSP airport. Item #III DISCUSSION CONCERNING CITY COUNCIL RULES OF PROCEDURES, S.S. LETTER N0. 26 City Manager Prosser reviewed Study Session Letter No. 26 regarding alternative parliamentary procedures and rules of procedures for City Council, Boards, and Commissions. Study Session Minutes -3- May 4, 1992 Community Development Director Wallace reviewed the differences between Robert's Rules and Sturgis Parliamentary Procedure. City Manager Prosser reviewed the City of Robbinsdale citizen participation rules. Discussion followed regarding the needs of Boards/Commissions related to rules of procedure. It was the consensus of the Council that staff review with the Board/Commission Chairs possible implementation of the Sturgis Parliamentary Procedure prior to action by the Council regarding the rules of procedure. The City Council also stated the need to provide yearly training for Board/Commission Chairs and Vice Chairs regarding the conduct of meetings and rules of procedure. Item #IV COUNCIL DISCUSSION Community Services Fondrick reviewed Council Memorandum No. 38 regarding drainage of the playfeature area at Veterans Memorial Park of Richfield.
