04-06-1992 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION April 6, 1992 MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael Sandahl; William Bullock; and Kristal Stokes STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; and Larry Miller, Hennepin County Principal Property Appraiser. The meeting was called to order by Mayor Kirsch at 6:03 p.m. Item #I REVIEW OF BOARD OF REVIEW PROCEDURES. S.S.LETTER N0. 20 Larry Miller, Hennepin County Principal Property Appraiser, reviewed Study Session Letter No. 20 regarding procedures and background data for the 1992 Board of Review. Mr. Miller stated that the aggregate residential growth for Richfield for 1992 is a negative .4$. He added that an overall 7$ reduction in value occurred in apartment buildings and commercial properties. Mr. Miller indicated that there are a number of people who are contesting their values but will not allow a property appraiser to enter the home to review it. There was general consensus that the Council would prefer that appellants to the Board allow an appraiser into the home before coming to the Hoard. Item #II DISCUSSION OF THE LOCAL GOVERNMENT TRUST FUND. S.S. LETTER N0. 21 City Manager Prosser reviewed Study Session Letter No. 21 regarding the Local Government Trust Fund. There was general discussion that the state was not fulfilling their responsibilities and promises under the Local Government Trust Fund. Council Member Bullock suggested asking Hennepin County to repeal the 1/2G sales tax or propose legislation to firmly establish how the 2C sales tax revenue shall be distributed. There was a consensus that legislative action be initiated to save the Local Government Trust Fund including the intended distribution from the fund, no later than the first of the year. LETTER N0. 22 Community Services Director Fondrick reviewed Study Session Letter No. 22 regarding the traffic and transportation studies and related issues for 135W, 77th Street and I494. Mr. Fondrick outlined a aeries of public meetings concerning these pro~ects._ Item #IV POLICY AND STRATEGY RECO1rIIKENDATIONS FOR AIRPORT RELATED ISSUES. S.3.LETTER NO. 23 City Manager Prosser reviewed Study Session Letter No. 23 regarding policy and strategy recommendations for airport related issues. Council Member Stokes summarized her contacts and interaction with the Neighbors Advisory Committee. City Manager Prosser reviewed the meeting of April 1 with neighbors and representatives of the FAA. The City Manager distributed a copy of a letter sent to Minneapolis residents in the St. Kevins area by Minneapolis Council Member Schulstad.
