02-18-1992 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCIL STUDY SESSION FEBRUARY 18, 1992 MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; William Bullock; and Kristal Stokes. MEMBERS ABSENT: Michael Sandahl STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Bruce Palmborg, Housing and Redevelopment Specialist; and Nancy Stroth, City Clerk Division. The meeting was called to order by Mayor Kirsch at 6:00 p.m. Item #I DISCUSSION REGARDING REDISTRICTING OPTIONS FOR THE CITY OF RICHFIELD'S WARDS AND PRECINCTS. S.S. LETTER NO. 14 City Clerk Ferber reviewed and answered questions regarding potential alternatives for ward district boundary modifications to accomplish the necessary population balance. Discussion followed regarding the redistricting process and the merits of the various options. The consensus of the City Council indicated a preference for Alternative 1 which would adjust the boundary in the northwest portion of Ward 2. City Manager Prosser stated that Council Member Sandahl had contacted him to also indicate preference for Alternate 1. County Commissioner Randy Johnson reviewed the two county commission redistricting plans and the potential impact on Richfield. Item #II OTHER DISCUSSION Council Member Stokes and City Manager Prosser reported to the council regarding the February 18 Metropolitan Airports Commission meeting. Mr. Prosser reviewed a proposed written response to the comments of Commissioner Jan Del Calzo.
