Ferber, City Clerk; Donald Fondrick, Community Services Director; William Fillmore, Liquor Operations Director; Jack Erskine, Public Safety Director; Larry Lotzer, Investigator/Agent; and Pam Taschuk, Youth Resource Specialist. SCHOOL BOARD MEMBERS PRESENT: Milt Westlund, Chair; Steven Lindgren, Vice Chair; Nancy Rowley, Clerk; David Lamberger, Treasurer; David Steenson, Director; and Roger Stern, Director. SCHOOL DISTRICT STAFF: Lowell Larson, Superintendent of Schools; Dennis Laingen, Director of Curriculum and Instruction; Jerry K~orlien, Director of Personnel and Finance; Jeannie Ryan, K-12 Curriculum Coordinator; Bruce Abrahamson, Director of Community Education; Loren Hanson, Business Manager; Richard Walker, Director of Buildings, Grounds and Transportation; Robert Nelson, Director of Information Systems and Research; and Judy Miller, Secretary to the Superintendent. OTHERS PRESENT: Don Monk, Hennepin County Assessor. The meeting was called to order by Mayor Kirsch at 5:30 p.m. Item #I DISCUSSION OF TRAFFIC/TRANSPORTATION STUDIES AND RELATERD ITEMS. C.L. N0. 36 Community Services Director Fondrick reviewed Council Letter No. 36 regarding traffic and transportation issues related to the following: * I494 draft Environmental Impact State (EIS) * 77th Street Development * I35W draft Environmental Impact Statement (EIS) * 135W/2494 Interchange Joint Meeting Minutes -2- February 10, 1992 Item #II CITY/SCHOOL COOPERATION ON YOUTH ISSUES Public Safety Director Erskine provided an overview of the cooperation of the City and Schools regarding youth issues. Investigator/Agent Lotzer reviewed the status of gang activity and impact in Richfield. Youth Resource Specialist Taschuk reviewed strategies used to focus on the needs of youth who are vulnerable to gangs. She reviewed the need to address racial prejudice, alcohol use, and assault issues which are present in the schools. Discussion followed regarding the reduction in vandalism and assault incidents in the schools in comparison to last year. City and School officials agreed that cooperation and support between the two jurisdictions has been helpful in addressing youth issues. Item #III AIRPORT UPDATE City Manager Prosser reviewed the status of the following airport issues: 1. Feasibility Report for Acquisition of New Ford Town and Rich Acres Neighborhoods. 2. Replacement of lost revenue to the School District and City related to the reduction of tax base due to acquisition. 3. Runway 4-22 Extension Draft Environmental Impact Statement Comments. 4. FAA capacity Study of the North/South Runway Proposal. Item #IV SCHOOL DISTRICT DEMOGRAPHICS Superintendent Larson reviewed the statistical report on enrollment in the Richfield Public Schools. Joint Meeting Minutes -3- February 10, 1992 Item #V APPRAISAL PRACTICES OF HENNEPIN COUNTY School Member Lindgren asked questions regarding the Hennepin County property appraisal practices and relationship of assessed values to sales prices. Don Monk, Hennepin County Assessor, reviewed the assessment practices provided by statute by which Hennepin County determines the assessed value of property. He indicated it was a market driven system whereby values fall-within a range of approximately 90~ - 105 of sales price.
